  The West and Central Africa Council for Agricultural Research and Development (CORAF) is a not for profit international association of National Agricultural Research Systems (NARS) from 23 countries in West and Central Africa. CORAF harnesses partnerships to drive agricultural innovation in view of achieving prosperity and food and nutrition security in West and Central Africa. Under the auspices of the Regional Economic Communities of West and Central Africa (ECOWAS, UEMOA, ECCAS and CEMAC), CORAF designs programs that contribute to the attainment of the goals of the Comprehensive Africa Agriculture Development Programme (CAADP). For more information about CORAF, please visit www.coraf.org   CORAF received a grant from the United States Agency for International Development/West Africa Regional Mission (USAID/WARM) to implement a Partnership program for Agricultural Research, Education and Development (PAIRED) over a period of five years (2017 – 2022). The PAIRED specific objective is to improve agricultural productivity and market access in West Africa, through the following three components: (i) Support for strengthening CORAF institutional capacity, (ii) Increasing availability and use of agricultural technologies and innovations at scale and (iii) Enabling policy environment for regional Trade in Agri-Inputs and Products. The PAIRED is aligned to the CORAF Strategic Plan 2018-2027 and contributes to achieving the objective of the USAID Global Food Security Strategy.   CORAF seeks to hire a Manager to lead the implementation of PAIRED and invites suitable qualified candidates from one of the 23 Western and Central African members countries to apply. The position will be based at CORAF’s Executive Secretariat in Dakar, Senegal with frequent travel.  

Manager Partnership for Agricultural Research, Education and Development (PAIRED)

The  Manager Partnership for Agricultural Research, Education and Development (PAIRED) will report to CORAF’s Director of Research and Innovation. Specific responsibilities will include, but not be limited to, the following:
  • Under the supervision of the Director of Research and Innovation, the Manager will be responsible for the management of the project through planning, implementation and technical expertise, monitoring of progress and ensuring proper evaluation of outputs, outcomes and impacts, financial accountability and technical reporting. The Manager will work very closely with the project partners from several different institutions, CORAF’s professional and support staff, the donor and other affiliated organizations.
  • The Manager will foster a collaborative, supportive and well‐ coordinated project team across several partner organizations and countries. S/he will ensure effective communication within the project as well with relevant external parties. S/he must be able to ensure high‐quality research delivery and promote gender equity within the project as well as in its outcomes and impacts. Within the framework of the project’s scaling‐out and outcome dissemination, the Manager will promote sharing of experiences and best practices among the target beneficiaries and partners, and identify and pursue funding opportunities to strengthen the impact of the project and the donor’s investment.
  • The Manager will: (i) ensure coherence, soundness, timeliness and cost-effectiveness of interventions to achieve the specific objectives of the program; (ii) design and manage interventions that aim to build the capacity of various institutions of the National Agricultural Research System including public organizations, private businesses and researchers in West Africa; (iii) and provide managerial and technical oversight and support to project team and collaborators;
  • The Manager will serve as the primary point of contact with USAID and implementing partners; contribute to advocacy and lobbying for resource mobilization, investments by both the public and the private sector; and contribute to ensuring effective overall contract management, quality assurance, reporting, and communications;
  • The Manager will coordinate organization of cost-effective and high impact planning meetings and training workshops; and ensure reporting, monitoring and evaluating progress towards project milestones and quality and timely reporting to USAID.
 

Candidate Profile

The successful candidate will have the following profile:
  • An advanced degree (MSc or PhD) in social science (Agricultural Economics, Education, Extension), or related science
  • With a proven record of program management acquired through a minimum of 10 years of demonstrated capacity to lead in an international, multidisciplinary, and cross-cultural environment.
  • Work experience in Western and Central Africa and prior professional experience interacting with donors, national government departments and non‐governmental organizations are distinct advantages.
  • Experience in results-based management and USAID procedures will be an advantage.
  • Excellent skills in writing and editing scientific literature and/or ‘general’ material, computer literacy and full familiarity with the Microsoft Office® Suite of softwares are required.
  • The candidate must be willing to travel regularly in the region.
  • Fluency in either French or English with working knowledge of the other is highly desirable, as is the ability to communicate complex subjects succinctly.

Director - Resource Mobilization, Partnership and Outreach

Reporting to the Director General, and in close collaboration with ICARDA’s research and outreach managers, the Director, Resource Mobilization, Partnership and Outreach, guided by ICARDA’s 2017 – 2026 strategy, will further develop and lead the execution of strategies to enhance the impact of the ICARDA’s research through effective resource mobilization, strategic partnerships, and communications to enhance the international profile of ICARDA. The Director will supervise and manage ICARDA’s Outreach Offices, Project Development and Grants Management Unit, and Communications Unit. He or she will support the Director General in cultivating, building and nurturing donors’ partners as well as Institutional strategic partnerships and alliances that are essential for advancing and successfully achieving the mission of ICARDA. As a member of the Senior Management Team, the Director, Resource Mobilization, Partnership and Outreach will contribute to the overall effective management of ICARDA. The Director - Resource Mobilization, Partnership and Outreach will have the following responsibilities:   Key Responsibilities Resource Mobilization
  • Further develop, implement, and monitor resource mobilization strategies to grow ICARDA’s research-for-development operation and partnerships;
  • Identify, engage and secure support from a range of donors’ partners, including governments, international and national agencies, multilateral institutions, non-governmental organizations, foundations and the private sector;
  • Support the Director General in cultivating, building and nurturing donors’ partners as well as institutional strategic partnerships and alliances that are essential for advancing the mission of ICARDA;

  • Explore and pilot the development of a Service Delivery Unit.
Communication and advocacy Through the direct supervision of the Communications Unit,
  • Oversee the positioning of ICARDA in the agricultural research for development arena through strong branding and effective communication of its scientific achievements to increase its visibility in support of its mandate and resource mobilization strategy;
  • Raise awareness of the impact and tangible benefits generated through past, present and future investments in ICARDA’s research;
  • Identify and ensure that ICARDA is effectively engaged in significant and relevant global initiatives and fora through effective planning and representation.
Out-scaling of research
  • Through the direct supervision of Outreach Offices,
  • Ensure ICARDA’s effective partnership with NARS, particularly with countries hosting ICARDA’s operation and collaborative projects;
  • Identify opportunities for and, in close collaboration with the Deputy Director General-Research, lead the development of partnerships for the out-scaling of ICARDA’s research that will deliver significant development impact;
  • Further develop and oversee ICARDA’s outreach activities;
  • Supporting regional and country teams with national partnerships’ development and donors’ cultivation;
  • Monitor and periodically assess and report on the value and effectiveness of ICARDA’s partnerships.
Proposal development and grants management Through the direct supervision of Project Development and Grants Management Unit,
  • Provide oversight, coordination, technical support, and quality assurance of the proposal development and submission process;
  • Ensure efficient and effective management of grants;
  • Ensure timely and quality technical and financial reporting to donors on the progress of their grants managed by ICARDA;
  • Explore opportunities for expanding ICARDA’s sources of funding through increased access to calls for proposals, non-traditional donors and new partnerships.
Management
  • Lead, motivate and effectively manage a multicultural and multidisciplinary team of staff;
  • Nurture a culture of teamwork, empowerment, collaboration, and performance for results;
  • Effectively manage the financial resources allocated to the department;
  • Work closely with the Director of Finance to support multi-year financial planning and annual budgeting process;
  • As a member of the Senior Management Team, contribute to the overall effective management of ICARDA.
  Candidate Profile We are looking for candidates with a PhD and/or an advanced degree in a scientific discipline relevant to ICARDA, e.g. agricultural development, rural development, agricultural economics with at least 12 years’ progressively responsible experience in the area of agricultural research and development, including experience in an international not-for-profit environment. Proven capability to effectively manage resource mobilizations programmes, including strategic partnerships, and communications. Candidates should also possess:
  • In-depth understanding of global agricultural research and development issues
  • Ability to work collaboratively with a range of internal and external stakeholders in a multi-cultural and multi-disciplinary environment;
  • Excellent interpersonal and relationship management skills to work effectively in a multicultural setting;
  • Excellent communication skills in English, both verbal and written. Knowledge of Arabic and/or French is desirable.

Global Green Growth Institute, a new and innovative international intergovernmental organization, based in Seoul, Republic of Korea, with offices in nearly 30 countries and a staff of 300 committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation. GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. GGGI will operate in a matrix organization with two main divisions to deliver its support to its member countries: (1) GGPI that consists of about 30 country programs that are de-facto GGGI’s business units, supporting member governments through country programs; and (2) IPSD that works together with GGPI to deliver these services by providing technical and financial expertise to the country programs, as well as the thought leadership function for GGGI. GGGI is implementing a change to its planning process that is putting in place a matrix structure for GGPI and IPSD to jointly deliver projects. We seek a new leader for IPSD that is willing and able to develop and implement this matrix management approach. Specifically, the Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters works with programs in countries and on (global) projects, by:
  • Providing Green Investment Advisory Services – which identifies and mobilizes innovative financing mechanisms, addresses financial and non-financial barriers to green growth investments and works with countries to develop bankable investment proposals/projects to increase their access to green and climate finance.
  • Providing technical expertise to country programs in GGGI’s four Thematic Areas - clean energy, green cities, sustainable landscapes, and water & sanitation - on: (1) policy projects addressing the development of sound green growth policies for GGGI member country governments; and (2) design and development of bankable or investment projects.
  • Lead the Thought Leadership area which builds a strong theoretical and empirical base for green growth by increasing access to expertise on green growth from outside GGGI to its members efficiently and effectively; learning from GGGI’s experience and sharing that through publications; as well as the development and application of knowledge sharing and management tools such as the Green Growth Potential Assessment; Green Growth Index; and Green Growth Knowledge Platform.
  Assistant Director-General – Investment And Policy Solutions Division (IPSD) The Assistant Director-General – Investment And Policy Solutions Division (IPSD) reports to the Director-General and is responsible for the strategic planning, implementation, and support delivery of GGGI projects and programs in the partner countries within GGGI’s strategic framework. He/she will be “proactively engaged” with stakeholders through utilizing the work of the Thought Leadership, Thematic sectors and Green Investment Services teams leads to maximize in-country program results. The purpose of this position is:
  • Champion the policy, practice, financing and knowledge management of “green growth” as an approach to implement the Paris Agreement on Climate Change and the UN Sustainable Development Goals, with GGGI as the leading international organization, through policy & strategic advice to countries and project-pipeline development.
  • Plans, develops and assists in directing all aspects of the IPSD division as per above.
  • Design and implement the Division’s strategy, work programme and budget in the context of IPSD overall value offering
  • Establishes operating policies and procedures and evaluates operating results
  • Directs IPSD in program management and/or operations support
As a senior member of the Management Team responsible for:
  • Achieving GGGI’s strategic objectives by converting them into implementable projects and programs, through effective management and integration of human and financial resources across the business lines

  • Proactively identifying and soliciting funding and GGGI membership within the strategic framework

  Candidate Profile The successful candidate will bring, among others:
  • Minimum of 15 years of relevant professional experience that combines intellectual and managerial leadership in the field of green growth, preferably combining public, private and/or academic experience, with ample international development finance experience, and progressively more senior managerial roles.
  • Ph.D. in a relevant field such as environmental economics, development finance, natural resources management, international development, public policy, or another relevant green growth-related field is strongly preferred; combined with a track record of relevant publications in the academic literature as well as the media, and a profile as an international speaker at key events related to green growth.
  • International experience advising governments in key areas of national development policy and implementation highly desirable

  • Experience developing green growth investment proposals (bankable projects) in developing countries

The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) is a non-profit, non-political organization that conducts agricultural research for development in the drylands of Asia and sub-Saharan Africa. Covering 6.5 million square kilometers of land in 55 countries, the semi-arid or dryland tropics has over 2 billion people and 644 million of these are the poorest of the poor.

ICRISAT (www.icrisat.org) and its partners help empower these poor people to overcome poverty, hunger and a degraded environment through better agriculture. ICRISAT is headquartered in Hyderabad, Telangana State, in India, with two regional hubs (Nairobi, Kenya and Bamako, Mali) and country offices in Niger, Nigeria, Zimbabwe, Malawi, Ethiopia, and Mozambique.

ICRISAT conducts research on five highly nutritious drought-tolerant crops: chickpea, pigeon pea, pearl millet, sorghum, and groundnut.

ICRISAT envisions prosperous, food-secure and resilient dryland tropics by reducing poverty, hunger, malnutrition and environmental degradation in the dryland tropics through partnership-based international agricultural research for development that embodies Science with a Human Face.

The position is based in ICRISAT’s Headquarters, Patancheru, Hyderabad, India, and reports to the Director-General.

  Director of Human Resources The successful candidate should have relevant experience in developing and implementing a solid HR strategy to support ICRISAT in building an agile and forward-looking organization. He or she should have the capacity to develop and oversee performance management processes to support a high-performing culture at an individual and organizational level. He or she should also develop and implement an effective reward and recognition strategy to support the strategic objectives of the organization and to motivate staff. The Director of Human Resources will also oversee the implementation of human resources management at all ICRISAT locations to ensure that the design and application of the approved personnel policies are consistent with the needs and expectations of staff, as well as the local values, practices, and regulations. The new director is expected to advise and guide Regional Directors, Country Heads, and other Unit Heads on complex and sensitive organizational and people issues to enable senior management to take appropriate action. Other important HR functions include negotiating and managing the terms of outsourced services to ensure value for money and adherence to standards, managing the HR team to deliver quality and customer-focused services, and developing effective working relationships with Staff Council and other staff representatives to ensure harmonious employment relations. Lastly, he or she will serve on the executive management team and other committees if necessary. Key Responsibilities The ideal candidate will:

The Green Climate Fund or GCF (http://www.greenclimate.fund) is a new global fund created to support the efforts of developing countries to respond to the challenge of climate change. GCF helps developing countries limit or reduce their greenhouse gas (GHG) emissions and adapt to climate change. It seeks to promote a paradigm shift to low-emission and climate-resilient developments, taking into account the needs of nations that are particularly vulnerable to climate change impacts. It was set up by the 194 countries who are parties to the United Nations Framework Convention on Climate Change (UNFCCC) in 2010, as part of the Convention's financial mechanism. It aims to deliver equal amounts of funding to mitigation and adaptation while being guided by the Convention's principles and provisions. When the Paris Agreement was reached in 2015, the Green Climate Fund was given an important role in serving the agreement and supporting the goal of keeping climate change well below 2 degrees Celsius. Responding to the climate challenge requires collective action from all countries, including by both public and private sectors. Among these concerted efforts, advanced economies have agreed to jointly mobilize significant financial resources. Coming from a variety of sources, these resources address the pressing mitigation and adaptation needs of developing countries. GCF launched its initial resource mobilization in 2014, and rapidly gathered pledges worth USD 10.3 billion. These funds come mainly from developed countries, but also from some developing countries, regions, and one city (Paris). GCF's activities are aligned with the priorities of developing countries through the principle of country ownership, and the Fund has established a direct access modality so that national and sub-national organizations can receive funding directly, rather than only via international intermediaries. The Fund pays particular attention to the needs of societies that are highly vulnerable to the effects of climate change, in particular, Least Developed Countries (LDCs), Small Island Developing States (SIDS), and the African States. The position is based in Songdo, South Korea.   Health and Well-Being Specialist It is the Health and Well-being Specialist’s responsibility covers the entire gamut of analytical and operational support tasks related primarily to processing GCF funding proposals and concept notes towards qualified funding proposals for GCF senior management and Board consideration in the thematic area of human health, well-being and climate change as well as closely supporting the full cycle of key GCF policies identification, formulation, development, review and approval processes. He or she should have the required experience in the health, well-being and climate change sector; experience in developing and implementing health and well-being-related climate adaptation projects and work experience in developing/transition country settings is highly desirable. Candidates with knowledge on zoonosis and the human-livestock interface will also be an asset. Key Responsibilities
  • Technical, analytical and operational support in the thematic areas of human, well-being and climate change for the timely development, intake and processing of GCF concept notes and funding proposals to the necessary quality standards; as well as other policy and guideline documents including, inter alia, the Fund’s investment framework, operational guidelines, procedures and toolkits
  • Support in project and program pipeline development, including initial screening and review of project/ program funding proposals and concept notes, interactions with accredited entities in bilateral meetings, preparation of assessment findings, maintenance of the operations database, monitoring of  implementation of the approved projects or programs
  • Background research, collecting and analyzing data, conducting specific research and analytical work, drafting written reports to high quality standards, engagement through email and phone calls with the accredited entities, consultants and external experts to the Fund; and oversight and coordination of the relevant documentation internal processing, until the point of publication
  • Provide organizational and substantive support for the Fund’s Board meetings and other events and meetings related to the functioning of the Fund. This may include assisting in the preparation of relevant documentation, taking meeting minutes, preparing summaries of discussions for the Report of the Meeting, and providing support for the drafting of decisions
  • Additional analytical and operational tasks as assigned by the Adaptation Coordinator DMA; or by extension the Director DMA
  Candidate Profile We are looking for a highly competent individual with at least of seven (7) of relevant work experience in developing and implementing adaptation projects in health, well-being and climate change sector desirably in international/developing countries. The individual should have a Masters’ degree in health sciences, medical science, health and well-being, veterinary science, social sciences, or related fields. Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language (Arabic, Chinese, English, French, Russian, and Spanish) is an advantage.   • Soutenir le développement/l'adaptation et l’identification de T&I prometteuses – pour lever les nouvelles contraintes à la productivité agricole, en collaboration avec les SNRA, CNS, Organisations du GCRAI, etc. ;
  • Soutenir les activités de stimulation de la demande de T&I existantes et nouvellement développées, pour faciliter leur adoption en fournissant aux utilisateurs finaux les informations appropriées leur permettant de prendre une décision fondée sur des preuves ;
  • Promouvoir les démonstrations sur les T&I post-récolte qui réduisent les pertes de stocks, donnent de la valeur ajoutée aux produits agricoles et accroissent les marges bénéficiaires ;
  • Encourager l'utilisation des meilleures pratiques dans la lutte contre l'aflatoxine ;
Composante 2 : Renforcement et coordination des systèmes de recherche agricole :
  • Soutenir la coordination de la recherche-vulgarisation/conseil des Organisations paysannes (OP), du secteur privé, au niveau régional ou de groupes (nationaux et communautaires), par le biais de plateformes d'innovations ;
  • Faciliter la formation des acteurs le long des chaînes de valeurs sélectionnées, et notamment le renforcement des capacités des agriculteurs, des agents de vulgarisation agricole, des ONG, des animateurs des plateformes d’innovations et autres parties prenantes-clés ;
  • Faciliter la mise en place d’unités de référence et d’incubateurs.
Composante 3 : Utilisation de technologies et innovations pouvant être mises à l’échelle :
  • Faciliter une évaluation spécifique rapide écologique et de la communauté ;
  • Soutenir la création d'un environnement favorable aux entrepreneurs agricoles, pour l’approvisionnement en intrants agricoles et équipement de conditionnement, à travers l’approche paquets technologiques ;
  • Soutenir les CNS dans la conduite d'études sur les politiques et le marché ;
  • Promouvoir l'accès au crédit pour certains acteurs de la chaîne de valeur des produits.
Faciliter la coordination et la communication
  • Coordonner la planification stratégique ainsi que l'allocation des ressources financières et la gestion de la production de semences ;
  • Développer et maintenir des relations solides avec les acteurs de la production et du commerce des intrants agricoles – aux niveaux individuel et organisationnel ;

  Profil du Candidat Le/la candidat (e) retenu(e) possède les compétences suivantes :
  • Etre titulaire d’au moins un Master en Agri-business, Agro-économie, Agronomie ou tout autre diplôme connexe ;

The position is based in Dakar, Sénégal.   Senior Expert Technology Scaling The Senior Expert - Technology Scaling will be under the authority of CORAF/WECARD Director of Research and Innovation and will work closely with the Partnership for Agricultural Research, Education and Development (PAIRED) team towards the achievement of its objectives. Responsibilities will include, but not be limited to, the following: Key Responsibilities Area 1: Development/Adoption of Scalable Technologies and Innovations (T&Is)
  • Supporting the development/adaptation and screening of promising T&Is-- to address emerging constraints to agricultural productivity in collaboration with NARS, NCoS, CGIAR, etc.;
  • Supporting activities that stimulate demand for existing and newly developed T&Is to facilitate uptake of T&Is by providing end-users with the right information to make evidence-based decision;
  • Promoting demonstrations on post-harvest T&Is to reduced storage losses, add value to farm produce and increase profit margins;
  • Encouraging the use of best practices in Aflatoxin Management.
Area 2: Agricultural Research Systems Strengthening and Coordination
  • Supporting coordination of Research-Extension/Advisory Services-FBOs-Private Sector at the regional and cluster (national and community) through innovation platforms;
  • Facilitating training of actors along selected value chains focus on strengthening the capacities of farmers, agricultural extension agents, NGOs, IP Facilitators, and other key stakeholders;
  • Facilitating the up-grading of reference units and incubators.
Area 3: Use of Scalable Technologies and Innovations
  • Facilitating an ecological and community specific rapid appraisal;
  • Supporting the creation of an enabling environment for agri-entrepreneurs in the supply of agri-inputs and processing equipment through the agri-input package approach;
  • Supporting the NCoS in conducting analyses on policy and market environment, and;
  • Promoting access to credit for selected commodity value chain actors.
Facilitate Coordination and Communication
  • Coordinate strategic planning as well as financial resource allocation and management of seed production;
  • Develop and maintain strong relationships with agri-inputs production and marketing stakeholders – at the individual and organizational levels.
  • Facilitate communication between the Regional and the National Coordinating Units, through meetings, regular contacts and using communication tools;
  • Manage daily interactions with agri-inputs stakeholders and provide timely and appropriate information as needed;
  • Develop, in collaboration with the Communication and the Planning, Monitoring and Evaluation Units at the CORAF/WECARD Executive Secretariat, appropriate tools (e.g., Website and Media), to facilitate information sharing with stakeholders.
Monitor and evaluate milestones
  • Facilitate Program planning, monitoring, evaluation, and impact assessment relating to agri-inputs production, marketing and use;
  • Monitor progress towards results, both at CORAF/WECARD and national levels, identify and manage risks to ensure progress of implementation;
  • Support the preparation of Programme reporting and archiving;
  • Perform any other related duties as may be requested by the Management.
  Candidate Profile The successful candidate will have the following profile:
  • Have at least a M.Sc. Degree in Agri-Business, Agric. Economics, Agronomy or related subject;
  • Be knowledgeable in the agricultural research and development domains;
  • Have extensive knowledge in farming systems in West Africa, having worked for at least 10 years in the agricultural sector with focus on the research, production and marketing of the major food commodities;
  • Be able to promote the visions, missions and strategic goals of CAADP, (through the objectives of ECOWAP, PAU, CORAF/WECARD and the Feed the Future Initiative), and demonstrate integrity by adhering to the CORAF/WECARD’s core values and ethical standards;
  • Have Experience in working with the private sector, farmer organizations, Agricultural Extension System, NGOs, the CGIAR is paramount and with development projects will be an advantage;
  • Have the capacity to guide interventions to improve agricultural productivity at a wider scale using proven technologies and innovations and linking and coordinating a wide range of stakeholders;
  • Be able to provide advisory and technical support to the implementation, monitoring, and improvement of seed production targets;

The Monitoring and Evaluation Specialist will be responsible for the following tasks: Key Responsibilities Specific responsibilities will include, but not be limited to, the following:
  • Develop sound M&E approaches, procedures and tools to track performance and impacts of programs coordinated by CORAF/WECARD across the sub-region and beyond;
  • Develop and implement appropriate monitoring and evaluation structures, including Country and Partner level M&E system design and management, preparation of indicator reference sheets, Performance Monitoring Plans (PMP), data collection tools; performance indicator tracking mechanisms; data quality assessments and other key M&E-related tools and instruments;
  • Design baseline and reference studies to collect information on performance indicators and outcomes at the start of programs coordinated by the Organization;
  • Facilitate mid-term assessments and final evaluations when appropriate;

  • Provide quality control support for all aspects of M&E included in CORAF/WECARD’s Performance Report (ensuring accuracy in data reported, targets established, indicator description, report editing, etc);
  • Support in the management of appropriate database on activities and ensure data is of high and standard quality for reporting with appropriate documentary evidences;
  • Monitor Gender and environmental impact of all actions under the PAIRED;
  • Conduct other M&E and reporting tasks as may be requested by Management of CORAF/WECARD.
Facilitate Coordination and Communication
  • Develop and maintain strong relationships with agri-inputs production and marketing stakeholders – at the individual and organizational levels;
  • Facilitate communication between the Regional and the National Coordinating Units, through meetings, regular contacts and using communication tools;
  • Manage daily interactions with agri-inputs stakeholders and provide timely and appropriate information as needed;
  • Develop, in collaboration with the Communication and the Planning, Monitoring and Evaluation Units at the CORAF/WECARD Executive Secretariat, appropriate tools (e.g., Website and Media), to facilitate information sharing with stakeholders.
Monitor and evaluate milestones
  • Facilitate Program planning, monitoring, evaluation, and impact assessment relating to agri-inputs production, marketing and use;
  • Monitor progress towards results, both at CORAF/WECARD and national levels, identify and manage risks to ensure progress of implementation;
  • Support the preparation of Programme reporting and archiving;
  • Perform any other related duties as may be requested by the Management.
  Candidate Profile The candidate for the position of Monitoring and Evaluation Specialist is expected to have the following qualification and experience:
  • Holder of a post-graduate degree (DEA, DESS or equivalent) in Agricultural Economics, Agronomy, Development Evaluation, Monitoring and Evaluation, International Development, Statistics or related subjects;
  • At least 10 years of experience in the position of Monitoring and Evaluation in a development organization, an international NGO, donor organization or a reputable organization/institution working in core areas of agricultural technology transfer, food security, agriculture, economics of agricultural value chain;
  • Good knowledge in the agricultural research and extension system in the West Africa sub-region particularly in food security and agriculture technology systems;
  • Demonstrate sound and excellent knowledge in Monitoring and Evaluation approaches including the development of performance management systems; M&E software; data capturing instruments; management of huge database cutting across a variety of programs and stakeholders;
  • Be familiar with USAID instruments for performance monitoring and evaluation;
  • Good interpersonal skills with ability to work in a multi-disciplinary team and a multi-cultural environment, and to travel extensively within the West Africa sub-region;
  • Good oral and communication skills, including writing and editing of scientific and other general literature materials;
  • Proactive and well-organised, with good planning and problem-solving abilities;
  • Be able to communicate and write effectively in English and French.

Le poste est basé à Dakar, Sénégal.   Expert en Développement d’Intrants Agricoles Placé sous l’autorité du Directeur de la Recherche et de l’Innovation du CORAF/WECARD, l’Expert en Développement d’Intrants Agricoles travaillera en étroite collaboration avec l’équipe du « Partenariat pour la Recherche, l’Education et le Développement Agricoles » (PREDA/PAIRED) pour l’atteinte de ses résultats. Les responsabilités spécifiques incluront, mais sans être limitées, aux aspects ci-après : Sous-composante 1 : Mettre en place une Alliance pour une industrie des intrants agricoles en Afrique de l’Ouest :
  • En collaboration avec IFDC et AGRA, soutenir la mise en place d'une Alliance pour une industrie régionale des intrants agricoles qui fusionne l'Alliance pour une industrie semencière en Afrique de l'Ouest (ASIWA) et l'Association Ouest-africaine des engrais (WAFA) et élargir la sphère des adhésions;
  • Développer un système de gouvernance et renforcer les capacités des gestionnaires du système;
  • Superviser le fonctionnement d’une plateforme électronique durable pour l'Afrique de l'Ouest (www.wasix.net), pour l'échange d'informations et le marketing des intrants agricoles.
Sous-composante 2 : Améliorer la mise en œuvre des politiques nationales et régionales sur les intrants agricoles :
  • Renforcer les capacités des Etats membres à mettre en œuvre les réglementations régionales sur les intrants agricoles – en collaboration avec l'IFDC et le CILSS;
  • Promouvoir les droits de propriété intellectuelle (DPI) et soutenir les méthodes de plaidoyer pour un mécanisme de financement durable, en vue de la mise en œuvre des politiques régionales en matière d’intrants agricoles;
  • Développer un mécanisme régional pour une mise en œuvre efficace des politiques en matière d’intrants agricoles et soutenir la création d'un environnement favorable à une réaction rapide dans la gestion des crises;
Sous-composante 3 : Accroître la production et l’utilisation des Intrants Agricoles
  • Faciliter un mécanisme durable de production, d’approvisionnement en intrants agricoles et promouvoir l’utilisation de l’outil de planification prévisionnelle de la demande en intrants agricoles;
  • Intégrer les intrants agricoles de qualité dans les chaînes de valeur et promouvoir l’utilisation de types d’emballage innovants pour susciter la demande;
  • Renforcer le système de production semencière par les organisations de producteurs.
Sous-composante 4: Accroître la participation du Secteur Privé dans le développement de l’industrie des intrants agricoles
  • Soutenir les associations régionales d’intrants agricoles à développer des plans durables de mobilisation des ressources et des partenariats avec des compagnies multinationales;
  • Faire un plaidoyer pour la libéralisation de la production de semences de base par le secteur privé et promouvoir des modèles de gestion des affaires en matière d’intrants agricoles et d’accès au financement;
  • Renforcer les capacités organisationnelles des associations du secteur privé, y compris les organisations de producteurs, etc.
Faciliter la coordination et la communication
  • Coordonner la planification stratégique ainsi que l'allocation des ressources financières et la gestion des activités techniques ;
  • Développer et maintenir des relations solides avec les acteurs de la production et du commerce des intrants agricoles – aux niveaux individuel et organisationnel ;
  • Faciliter la communication entre les unités régionales et nationales de coordination, par le biais de réunions, de contacts réguliers et d'utilisation des technologies de l’information et de la communication.
  • Gérer les interactions quotidiennes avec les intervenants aux systèmes des intrants agricoles et fournir les informations appropriées au moment opportun ;
  • Développer, en collaboration avec les Unités de communication, de planification, de suivi & évaluation, au Secrétariat Exécutif du CORAF/WECARD, des outils appropriés (par exemple, le site Web et les médias), afin de faciliter le partage d'information avec les parties prenantes.
  • Coordonner la planification, la structuration, l’évaluation et le rapportage des rencontres majeures sur la production, l’approvisionnement et l’utilisation des semences et fertilisants.
Suivi et Evaluation à mi-parcours
  • Faciliter la planification, le suivi, l’évaluation et l’étude d’impact du programme relatif à la production, la commercialisation et l’utilisation des semences ;
  • Faire le suivi des progrès réalisés, à travers les résultats obtenus aussi bien au niveau du CORAF/WECARD qu’au niveau national, pour l’identification et la gestion des risques de façon à assurer une bonne progression dans la mise en œuvre ;
  • Soutenir la préparation des rapports du programme et de l’archivage ;
  • Réaliser toute autre tâche qui serait demandée par la Hiérarchie.
  Profil du Candidat Le/la candidat (e) retenu(e) possède les compétences suivantes:
  • Etre titulaire d’au moins, un Master en Agri-Business, en Politique des Intrants Agricoles, en Amélioration des plantes, en Technologies des Semences, en Agro-économie ou en tout autre domaine connexe;
  • voir des connaissances avérées sur les systèmes de gestion des affaires dans le domaine des intrants agricoles en Afrique de l’Ouest et avoir travaillé durant 5 ans, au moins, dans le secteur agricole, notamment dans la production et la commercialisation des intrants agricoles des cultures vivrières majeures en Afrique de l’Ouest;
  • Avoir des connaissances avérées sur les réglementations régionales de la CEDEAO portant Harmonisation des règles régissant le Contrôle de Qualité, la Certification et la Commercialisation des Semences et des Engrais dans l’espace CEDEAO-UEMOA-CILSS, pour accompagner l’approche « paquets technologiques »;
  • Avoir une expérience avérée en matière de renforcement des capacités des PMEs, des associations nationales et régionales et des compagnies internationales, en matière d’entrepreneuriat dans le domaine des intrants agricoles, pour promouvoir l’approche holistique d’adoption de « paquets technologiques »;
  • Disposer d’aptitude à mettre en place des plateformes régionales et nationales (Comités, Alliances, Fora et Plateformes d’Innovation), pour promouvoir l’approche chaîne de valeur intrants agricoles et réduire l’écart de la demande non-couverte;
  • Etre capable de travailler, coordonner et inspirer des équipes pluridisciplinaires et multiculturelles dans un environnement multipartenaire, et d’engager des discussions politiques à tous les niveaux avec les clients;
  • Disposer d’aptitudes pour faciliter le développement de connaissances et la gestion axée sur les résultats dans le contexte de l’agenda du CORAF/WECARD;
  • Etre capable de représenter le CORAF/WECARD dans les consultations gouvernementales avec les partenaires multilatéraux et bilatéraux et la société civile;

The West and Central African Council for Agricultural Research and Development (CORAF/WECARD) was founded in 1987. CORAF/WECARD is recruiting a highly skilled scientist for the position of Senior Agri-Input Expert. Candidates will be citizens of a country which National Agricultural Research System (NARS) is member of CORAF/WECARD. The position is based in Dakar, Sénégal.   Senior Agri-Input Expert The Agri-Input Development Expert will be under the authority of CORAF/WECARD Director of Research and Innovation and will work closely with the Partnership for Agricultural Research, Education and Development (PAIRED) team towards the achievement of its objectives. Responsibilities will include, but not be limited to, the following: Key Responsibilities Specific responsibilities will include, but not be limited to, the following: Area 1: Establish the Alliance for Agri-Input Industry in West Africa
  • In collaboration with IFDC and AGRA, support the establishment of an Alliance for Agri-Input Industry by merging the Alliance for Seed Industry in West Africa (ASIWA) and the West Africa Fertilizer Association (WAFA) and broadening membership;
  • Develop governance system and strengthen capacities for the agri-input alliance governance members;
  • Oversee the functioning of a viable West Africa agri-input electronic platform (www.wasix.net) for information exchange and agri-input marketing.
Area 2: Improving Implementation of National and Regional Agri-Inputs Policies
  • Strengthen capacities of Member States in implementation of the regional agri-inputs regulations – in collaboration with IFDC and CILSS;
  • Promote Intellectual Property Rights (IPR) and support advocacy approaches for sustainable funding mechanism for the implementation of agri-input policies;
  • Develop region-wide mechanism for effective implementation of agri-input sector policies and support the creation of an enabling environment for rapid response to crisis management.
Area 3: Increasing the Production and Use of Agri-Inputs
  • Facilitate sustainable agri-input production and supply mechanisms and promote the use of the agri-input demand forecasting tool;
  • Integrate quality agri-inputs in commodity value chains and promote innovative agri-input packaging to drive demand;
  • Strengthen farmer-led seed production systems.
Area 4: Increasing Private Sector Participation in the Agri-Inputs Industry
  • Assist the regional agri-input associations to develop sustainable resource mobilization plans and developing partnerships with multi-national companies;
  • Advocate for liberalization of foundation seed production by the private sector and promoting models for agri-input business management and access to finance;
  • Strengthen the organizational capacities of the private sector associations (including producers’ organizations (POs).

  • Have at least an M.Sc. Degree in Agri-Business, Agri-Input Policy, Seed Technology, Plant Breeding, Agric. Economics or related subject;
  • Have extensive knowledge in agri-input business systems in West Africa, having worked for, at least, 5 years in the agricultural sector with focus on the agri-input production and marketing of the major food commodities;
  • Have ability to promote the ECOWAS Regulations on the Harmonization of Rules Governing Quality Control, Certification and Marketing of Seeds and Seedlings, and Quality Control of Fertilizers in the ECOWAS-UEMOA-CILSS Region, to accompany the package approach;
  • Have extensive knowledge for building business entrepreneurship capacities of the private sector SMEs, National and Regional Agri-Inputs Associations, and international agri-input companies, to promote a holistic approach in promoting the adoption of agri-inputs, as a package;
  • Have extensive knowledge for establishing national and regional platforms (Committees, Alliances, Fora and Innovation Platforms), to promote agri-input value chain approaches and to bridge the demand gap;
  • Be able to work with, coordinate and inspire multi-disciplinary and multi-cultural teams in a multi-partner environment, and to engage in both local and high level policy dialogue with clients;
  • Have strong capacities to facilitate knowledge building and results-based management within the context of CORAF/WECARD agenda;
  • Be able to represent CORAF/WECARD in consultations with governments, multilateral and bilateral partners, and civil society;
  • Be able to contribute to maintaining constructive working environment and excellent relationships with internal and external stakeholders;
  • Have capacity and willingness to travel extensively within the sub-region and internationally;
  • Be able to communicate and write effectively in English and French.
