Quality Health Safety Environment (HSE) System Lead The CGIAR Excellence in Breeding Platform (EiB) is recruiting a HSE / Quality system leader to help developing world breeders achieve higher rates of genetic gain and extract maximum value from new and proven technologies. The EiB HSE / Quality system lead will coordinate the development of CGIAR / EiB quality management system with the ultimate goal to support CGIAR Breeding programs and national agriculture research system (NARS) to harmonize standard operation procedures (SOPs). He/she will also provide support to deploy the health and safety culture. The successful candidate will be a HSE / Quality system lead with strong communication skills, capable of defining and implementing the short, mid and long term CGIAR quality system strategy for EiB breeding programs partners. The EiB HSE / Quality system lead will need to work close with breeding programs’ operation leaders to define implementation plans, and support them during implementation phase. He/she will need to review SOPs and improve them when necessary. The candidate should not only have capacity to organize a structure, but also be open to spending significant time reading and reviewing protocols.   • Develop EiB Quality management system strategy for Breeding Program Partners
  • Develop the EIB Quality management system implementation roadmap.
  • Coordinating with CGIAR breeding operation leaders the prioritization and implementation plan to guarantee that all SOPs will be adopted.
  • Develop the system to harmonize SOPs across CGIAR breeding programs.
  • Identify missing SOPs and define the plan to fill the gap.
  • Coordinate with Risk Management Units the promotion of HSE culture.
Required academic qualifications, skills, and attributes:
  • Bachelor in agronomy or related field with a minimum of 10 years of relevant experience in Quality and HSE Management.
  • Proven experience in implementing or managing quality management systems.
  • Relevant global experience in agriculture sector.
  • MBA will be viewed favorably.

The End Use Quality and Nutrition Phenotyping Coordinator will coordinate the development of a CGIAR/EiB quality and nutrition phenotyping strategy, a set of common standards and an updated set of providers of common services. His/her priority goal is to guarantee that CGIAR and NARS breeding programs will have access to high quality, cost effective and standardized services for phenotyping of quality and nutritional traits. The successful candidate will have strong communication skills, capable of working with EiB breeding program partners to advise, define and implement short, mid and long term CGIAR quality and nutrition phenotyping solutions at best prices. The position will need to work closely with breeding programs in defined priority traits by EiB Product Development and Breeding Scheme Optimization modules. They will arrange cost efficient service providers and develop logistic and quality assurance protocols.   • Develop the End Use Quality and Nutrition Phenotyping Platform for CGIAR and NARS breeding programs. This will include:
    • Service providers – Identifying key service providers (labs) with regional and global scope that provide the most economical prices at highest quality
    • Quality assurance protocols – Assuring that the assays and protocols adopted by the defined service provider meet the needs of breeding programs, meet a defined set of minimum QC criteria, produce interchangeable reliable results according with standard protocols defined at world level, and are cost effective and time efficient.
    • Breeding team logistic protocols – Defining, with the support of breeding, biometrics and breeding informatics teams, logistic protocols from the field to the lab, considering sampling strategies, sample tracing, phytosanitary and other relevant needs according with already standardized and country approved protocols.
    • Data sharing sampling protocols – Assuring that information and data flow between breeding programs and labs is efficient and effective, following proper channels of communications to reduce errors and lead time.
    • Legal agreements – where needed, liaise with CGIAR institutional procurement and legal bodies to support the development of framework agreements for service provision.
  • Develop business cases for service adoption.
  • Create, in partnership with the EiB communication team, relevant communication materials including website content, training resources and adoption campaign content.
Required academic qualifications, skills, and attributes:
  • Bachelor in agronomy, food science, chemistry, or related field with a minimum of 10 years of relevant experience
  • Demonstrated experience coordinating appropriate, efficient and effective analytical services.
  • Demonstrated experience of defining and monitoring standards and KPIs.
  • Proven, in-depth understanding of quality and nutritional phenotyping.
  • Experience in business case development and presentation.
  • Experience working with diverse multidisciplinary teams, particularly in the African continent context.

  • Familiar with operations in large breeding pipelines.

Directeur de la Recherche et de l’Innovation

  • Rehausser l’image et accroître l’influence du CORAF auprès de la communauté de la recherche et du développement agricole en Afrique de l’Ouest et du Centre ;
  • Renforcer les relations du CORAF avec toutes les Institutions partenaires y compris les Communautés Economiques Régionales, les Gouvernements, Organisations Nationales de Recherche Agricole, les Universités, les Centres du GCRAI et autres Instituts de Recherche Avancée, le secteur privé, les ONG et organisations paysannes ;
  • Superviser la conception et le fonctionnement d’un système de suivi-évaluation permettant au CORAF et à ses parties prenantes de contrôler, apprendre et améliorer les stratégies et niveaux de performances organisationnelles ;
  • Fournir un appui au Directeur Exécutif avec la transmission de rapports réguliers sur tous les aspects liés au fonctionnement des programmes du CORAF ;
  • Exécuter toute autres tâche confiée par le Directeur Exécutif du CORAF.

 

Qualifications académiques, compétences et perspectives :   Le/la candidat (e) retenu(e) devra avoir les compétences suivantes :  
  • Solides aptitudes en Leadership et en Gestion
    • Disposer d’une expérience significative en leadership et gestion avec des responsabilités croissantes acquises dans une organisation réputée évoluant au niveau du secteur privé, secteur public, dans des organisations internationales/ONG et/ou Universités ;
    • Capitaliser une expérience de travail au plan international dans au moins deux des trois zones agroécologiques d’intervention du CORAF (sahélienne, côtière et forestière) ;

  • Solide Expérience en Recherche-Développement
    • Etre titulaire d’un Doctorat ou d’un Diplôme équivalent en agriculture, économie agricole, gestion des ressources naturelles, vulgarisation agricole, éducation agricole ou tout autre domaine connexe ;
    • Avoir une expérience soutenue en matière de réalisations scientifiques et d’innovations ; une réputation avérée et une solide expérience de publication dans des magazines de haut niveau, revus par des pairs ainsi qu’une expérience en Recherche-Développement appliquée au partenariat public/privé ;
    • Avoir une expérience dans l’application de résultats de la recherche aux pays en développement, plus spécifiquement une expérience de promotion de la réduction de la pauvreté, d’appui à la sécurité alimentaire et nutritionnelle serait un atout ;
    • Disposer de connaissances avérées dans le domaine du développement agricole en Afrique de l’Ouest et du Centre ;
    • Avoir une parfaite connaissance des concepts économiques généralement utilisés dans le domaine agricole et des politiques agricoles, stratégies, institutions et règlementations ;

Directeur de la Recherche et de l’Innovation

Sous la supervision du Directeur Exécutif, Le Directeur de la Recherche et de l’Innovation devra contribuer à la planification et la mise en œuvre des Plans Stratégique et Opérationnel du CORAF. CORAF is recruiting a highly skilled scientist for the position of Director of Research and Innovation. The position is based in Dakar, Sénégal.   Director of Research and Innovation The Director of Research and Innovation will be under the authority of CORAF Executive Director and will contribute to the planning and implementation of the Strategic Plan and Operational Plans of CORAF. He/She will lead a team of scientists in ensuring the effective and efficient coordination, development, and implementation of the programs and initiatives of CORAF.   Specific responsibilities will include, but not be limited to, the following:
  • Provide a compelling and integrated strategic vision for all CORAF’s programs and activities;
  • Provide dynamic leadership, vision, and stability for the identification and development of new initiatives in a rapidly changing environment;
  • Ensure efficient coordination and implementation of programs and projects to deliver high impact solutions;
  • Develop and implement robust operational plans, processes and systems for the smooth functioning of the organization, ensuring effective ongoing review and assessment of activities;
  • Assist the Executive Director and all Program Coordinators and Project Leaders to identify and promote synergies across interventions and to develop integrated strategic plans across programs and projects;
  • Assist the Executive Director and all Program Coordinators and Project Leaders to ensure that all CORAF programs are accountable to the Governing Board and the wider CORAF constituency as well as the development partners;
  • Work closely with the Executive Director and Director of Corporate Services, the Manager of Communications and Marketing, and the Manager Partnerships and Contracts to broaden support and mobilize additional resources for CORAF through public awareness, advocacy, representation, and negotiations;
  • Raise CORAF’s profile and influence in the agricultural research and development community in West and Central Africa;
  • Strengthen CORAF’s linkages with all partner institutions including Regional Economic Communities, Governments, National Agricultural Research Organizations, Universities, CGIAR centers and other advanced research institutes, the private sector, NGOs, and farmer organizations;
  • Oversee the design and operation of a monitoring and evaluation system that enables CORAF and its constituents to monitor, learn and improve upon strategies and organizational performance levels;
  • Support the Executive Director by providing regular reports on all aspects of CORAF program operations;
  • Perform any other duties as will be assigned by the Executive Director of CORAF.
  Required academic qualifications, skills, and perspectives: The successful candidate will bring, among others:
  • Strong Leadership and Management Skills:
    • Significant and progressively responsible leadership and management experience acquired in a reputable organization in the private sector, public sector, international organizations/NGOs, and/or academia;
    • International work experience in at least two of the three agro-ecological impact domains of CORAF (Sahel, Coastal, and Forest);
    • Experience leading and operating within complex organizational environments and leading multiple stakeholder initiatives;
    • Demonstrated ability to create, manage, and strengthen varied strategic partnerships;
    • Demonstrated success in resource mobilization from a global donor network including governments, foundations, private sector;
    • Track record as a courageous change agent in an international environment to build and improve organizational culture, efficiency, effectiveness, and accountability;
  • Strong Research and Development Experience:
    • Ph.D. or equivalent degree holder in agriculture, agricultural economics, natural resources management, agricultural extension, agricultural education, or any related field;
    • A sustained record of scientific achievement and innovation; an established reputation and strong publication record in high-profile, peer-reviewed journals; and a track record in R&D for public/private partnerships;
    • Experience in the application of research results for developing country conditions, ideally promoting poverty alleviation and food and nutrition security, is advantageous;
    • Demonstrated knowledge of agricultural development in West and Central Africa;
    • Deep understanding of most of the economic concepts used in agriculture; solid understanding of agriculture policies, strategies, institutions, and regulations;
    • Over 15 years working experience in agricultural research and/or management capacity in complex organizations;
    • Experience in West and Central Africa in conducting or managing program and strategy evaluations;
    • Demonstrated quantitative analytic skills;
    • Ability to identify innovative opportunities or ways to address existing needs in the agricultural sector, including by bringing in experience from other countries within Africa or elsewhere;

This is an agricultural mechanization project that follows a market systems approach to engage with the private sector in introducing innovative ways of developing the agricultural machinery manufacturing industry and furthering the mechanization of agriculture in Bangladesh.   The position is based at CIMMYT’s regional office in Dhaka, Bangladesh, but will interact regularly with administrative and supportive systems at CIMMYT headquarters and in South Asia.   Specific duties:

  • Lead development of semi-annual/annual reports as required by USAID with input from staff and partners and submit to PMU.
  • Managing relationship with the implementing partners i.e. public and private sector as required for the smooth implementation of CSISA MEA.
  • In conjunction with CIMMYT Bangladesh country office leadership, brief USAID representatives on project progress and accomplishments as requested by USAID.
  • In conjunction with CIMMYT Bangladesh country office leadership, meet with GOB partners and other interested parties to keep them informed and involved in project activities.
  • Develop annual work plans in conjunction with, partners, project staff, and USAID and ensure timely approval of work plans by USAID.
  Required academic qualifications, skills, and perspectives:
  • Master’s degree (Ph.D. preferred) in Agricultural Economics, Agricultural Mechanization, Industrial Engineering, or related field
  • Minimum of 15 years of relevant experience implementing and managing USAID projects with knowledge of USAID regulations and procedures
  • Demonstrated active participation in and understanding of market systems approach, preferably applied to agricultural machinery production
  • Experience and knowledge of light engineering and agricultural machinery production
  • Demonstrated ability to deal with the market constraints and supply chain management system
  • Familiarity with the Bangladesh agricultural production systems and the role of mechanization in those systems. Previous experience in Bangladesh preferred
  • Excellent English speaking and writing skills

EiB supports breeding programs targeting Africa, Asia, and Latin America to adopt best practices and technologies to improve rates of genetic gain and variety turnover, for impact on food and nutrition security, livelihoods, and climate change adaptation. The location of this position will be at the CIMMYT headquarters in Texcoco, Mexico.   • Responsible for the planning, resourcing, and scheduling of Enterprise Breeding System (EBS) development cycles (sprints)
  • Responsible for preparing budgets and managing expenditures for the EBS project
  • Coordinate the EBS IT leads in executing the development sprints
  • Coordinate the EBS IT leads in evaluating EBS outcomes; identifying problems; evaluating trends and anticipating requirements.

Le Directeur/ la Directrice du Programme de la Tour du Valat a pour mission de :
  • Garantir la logique d’action et la cohérence du programme ainsi que la synergie entre ses volets de recherche, de gestion, de transfert technique et d’influence politique ;
  • Garantir une recherche dont les travaux sont utilisables dans les domaines de la gestion et de la protection des espèces et des habitats des zones humides ;
  • Stimuler une production scientifique de qualité, en accord avec les orientations stratégiques de la TdV ;

  Profil recherché Le/La candidat(e) doit justifier de l’expérience suivante :

  • Avoir au moins 10 ans d’expérience dans la recherche appliquée à la conservation, de préférence sur les zones humides,

  • Être titulaire d’un doctorat ou un diplôme équivalent en écologie ou une autre discipline en lien avec le cœur d’expertise de la Tour du Valat

La fonction de direction du programme est attribuée pour la durée d’un programme, soit 5 années, renouvelables. Pendant la période où cette fonction est exercée, le titulaire percevra une prime de direction. Cette fonction est susceptible de changer de titulaire tous les 5 ans.
