Le poste est basé à Dakar, Sénégal.  

Directeur de la Recherche et de l’Innovation

Sous la supervision du Directeur Exécutif, Le Directeur de la Recherche et de l’Innovation devra contribuer à la planification et la mise en œuvre des Plans Stratégique et Opérationnel du CORAF. Il/Elle aura à diriger une équipe de chercheurs pour assurer de façon efficace et efficiente la coordination, l’élaboration et la mise en œuvre des programmes et initiatives du CORAF.   Les principales responsabilités du titulaire du poste sont les suivantes mais ne seront pas limitées à celles-ci :  
  • Fournir une vision stratégique attractive et intégrée de tous les programmes et activités du CORAF ;
  • Assurer un leadership dynamique, une vision et une stabilité pour l’identification et l’élaboration d’initiatives nouvelles dans un environnement en perpétuelle évolution ;
  • Assurer la coordination et la mise en œuvre efficace des programmes et projets en vue de l’obtention de solutions d’envergure ;
  • Elaborer et mettre en œuvre de solides plans, processus et systèmes opérationnels pour un fonctionnement adéquat de l’organisation, tout en assurant une revue continue et une évaluation des activités ;
  • Appuyer le Directeur Exécutif, les Coordonnateurs de Programmes et Chefs de Projets dans l’identification et la promotion de synergies entre les interventions et l’élaboration de plans stratégiques intégrés entre les programmes et projets ;
  • Appuyer le Directeur Exécutif, les Coordonnateurs de Programmes et Chefs de Projets pour s’assurer que tous les programmes du CORAF rendent fidèlement compte aussi bien au Conseil d’Administration, aux différentes parties prenantes du CORAF qu’aux partenaires au développement ;
  • Collaborer étroitement avec le Directeur Exécutif, le Directeur des Services de Gestion, le Gestionnaire de la Communication et du Marketing et le Gestionnaire des Partenariats et Contrats pour élargir les soutiens et mobiliser des ressources additionnelles pour le CORAF par le biais de la sensibilisation publique, du plaidoyer, de la représentation et des négociations ;
  • Rehausser l’image et accroître l’influence du CORAF auprès de la communauté de la recherche et du développement agricole en Afrique de l’Ouest et du Centre ;
  • Renforcer les relations du CORAF avec toutes les Institutions partenaires y compris les Communautés Economiques Régionales, les Gouvernements, Organisations Nationales de Recherche Agricole, les Universités, les Centres du GCRAI et autres Instituts de Recherche Avancée, le secteur privé, les ONG et organisations paysannes ;
  • Superviser la conception et le fonctionnement d’un système de suivi-évaluation permettant au CORAF et à ses parties prenantes de contrôler, apprendre et améliorer les stratégies et niveaux de performances organisationnelles ;
  • Fournir un appui au Directeur Exécutif avec la transmission de rapports réguliers sur tous les aspects liés au fonctionnement des programmes du CORAF ;
  • Exécuter toute autres tâche confiée par le Directeur Exécutif du CORAF.

 

Qualifications académiques, compétences et perspectives :   Le/la candidat (e) retenu(e) devra avoir les compétences suivantes :  
  • Solides aptitudes en Leadership et en Gestion
    • Disposer d’une expérience significative en leadership et gestion avec des responsabilités croissantes acquises dans une organisation réputée évoluant au niveau du secteur privé, secteur public, dans des organisations internationales/ONG et/ou Universités ;
    • Capitaliser une expérience de travail au plan international dans au moins deux des trois zones agroécologiques d’intervention du CORAF (sahélienne, côtière et forestière) ;
    • Avoir une expérience relative à la conduite et à la gestion d’environnements organisationnels complexes et de mise en œuvre d’initiatives multi-acteurs ;
    • Etre doté d’excellentes capacités en création, gestion et renforcement de partenariats divers et stratégiques ;
    • Avoir une expérience de réussite avérée dans la mobilisation des ressources au niveau d’un réseau de partenaires au développement incluant les gouvernements, les fondations et le secteur privé ;
    • Avoir fait ses preuves en qualité de champion du changement dans un environnement international pour la mise en place et l’amélioration d’une culture organisationnelle, de l’efficacité, de l’efficience et de la responsabilité.
 
  • Solide Expérience en Recherche-Développement
    • Etre titulaire d’un Doctorat ou d’un Diplôme équivalent en agriculture, économie agricole, gestion des ressources naturelles, vulgarisation agricole, éducation agricole ou tout autre domaine connexe ;
    • Avoir une expérience soutenue en matière de réalisations scientifiques et d’innovations ; une réputation avérée et une solide expérience de publication dans des magazines de haut niveau, revus par des pairs ainsi qu’une expérience en Recherche-Développement appliquée au partenariat public/privé ;
    • Avoir une expérience dans l’application de résultats de la recherche aux pays en développement, plus spécifiquement une expérience de promotion de la réduction de la pauvreté, d’appui à la sécurité alimentaire et nutritionnelle serait un atout ;
    • Disposer de connaissances avérées dans le domaine du développement agricole en Afrique de l’Ouest et du Centre ;
    • Avoir une parfaite connaissance des concepts économiques généralement utilisés dans le domaine agricole et des politiques agricoles, stratégies, institutions et règlementations ;
    • Avoir plus de 15 ans d’expérience de travail en recherche agricole et/ou gestion des compétences auprès d’organisations complexes ;
    • Avoir une expérience dans la conduite ou la gestion de programmes et l’évaluation de stratégies en Afrique de l’Ouest et du Centre ;
    • Avoir d’excellentes compétences en analyse quantitative ;
    • Capacité à identifier des opportunités ou moyens innovants pour traiter les besoins exprimés au niveau du secteur agricole sur la base de l’expérience acquise dans d’autres pays en Afrique ou ailleurs;
 
  • Compétences spécifiques
    • Etre en mesure de diriger et d’innover ; de mettre en place des solutions innovantes
    • Etre capable de produire des résultats à l’endroit des clients en assurant un traitement proactif des besoins exprimés ou non des clients ;
    • Collaborer avec les équipes en interne et à l’étranger
    • Capacité à travailler dans un environnement multiculturel et être doté d’un excellent esprit d’équipe ;
    • Disposer d’un sens élevé de la définition des priorités, de la planification et de la gestion axée sur les résultats ;
    • Avoir une solide expérience/connaissance du changement climatique, de la biodiversité et des sauvegardes environnementales ;
    • Avoir une expérience dans la mise en place de priorités stratégiques pour des organisations complexes de recherche développement évoluant dans des environnements dynamiques ;
    • Disposer d’une expérience avérée dans l’établissement de partenariats dans des organes politiques et Institutions de Recherche-Développement ; expérience pertinente et/ou solide interaction avec les SNRA et les Centres du GCRAI ;
    • Etre capable de communiquer et avoir d’excellentes capacités rédactionnelles en Anglais et en Français. AN OUTSTANDING OPPORTUNITY TO BECOME CORAF’s KEY PLAYER IN ELEVATING RESEARCH AS AN INSTRUMENT IN REDUCTION POVERTY AND FOOD INSECURITY

  The West and Central African Council for Agricultural Research and Development (CORAF) was founded in 1987. CORAF (www.coraf.org) is composed of the National Agricultural Research Systems (NARS) of 23 countries: Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Côte d’Ivoire, Democratic Republic of Congo, Gabon, Gambia, Ghana, Guinea, Guinea- Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tomé et Principe Senegal, Sierra Leone, and Togo. The Vision of CORAF is a future where people and communities in West and Central Africa achieve food and nutrition security and are prosperous. Its mission is ensuring a sustainable improvement to the productivity, competitiveness, and markets of the agricultural system in WCA. CORAF is recruiting a highly skilled scientist for the position of Director of Research and Innovation. The position is based in Dakar, Sénégal.   Director of Research and Innovation The Director of Research and Innovation will be under the authority of CORAF Executive Director and will contribute to the planning and implementation of the Strategic Plan and Operational Plans of CORAF. He/She will lead a team of scientists in ensuring the effective and efficient coordination, development, and implementation of the programs and initiatives of CORAF.   Specific responsibilities will include, but not be limited to, the following:
  • Provide a compelling and integrated strategic vision for all CORAF’s programs and activities;
  • Provide dynamic leadership, vision, and stability for the identification and development of new initiatives in a rapidly changing environment;
  • Ensure efficient coordination and implementation of programs and projects to deliver high impact solutions;
  • Develop and implement robust operational plans, processes and systems for the smooth functioning of the organization, ensuring effective ongoing review and assessment of activities;
  • Assist the Executive Director and all Program Coordinators and Project Leaders to identify and promote synergies across interventions and to develop integrated strategic plans across programs and projects;
  • Assist the Executive Director and all Program Coordinators and Project Leaders to ensure that all CORAF programs are accountable to the Governing Board and the wider CORAF constituency as well as the development partners;
  • Work closely with the Executive Director and Director of Corporate Services, the Manager of Communications and Marketing, and the Manager Partnerships and Contracts to broaden support and mobilize additional resources for CORAF through public awareness, advocacy, representation, and negotiations;
  • Raise CORAF’s profile and influence in the agricultural research and development community in West and Central Africa;
  • Strengthen CORAF’s linkages with all partner institutions including Regional Economic Communities, Governments, National Agricultural Research Organizations, Universities, CGIAR centers and other advanced research institutes, the private sector, NGOs, and farmer organizations;
  • Oversee the design and operation of a monitoring and evaluation system that enables CORAF and its constituents to monitor, learn and improve upon strategies and organizational performance levels;
  • Support the Executive Director by providing regular reports on all aspects of CORAF program operations;
  • Perform any other duties as will be assigned by the Executive Director of CORAF.
  Required academic qualifications, skills, and perspectives: The successful candidate will bring, among others:
  • Strong Leadership and Management Skills:
    • Significant and progressively responsible leadership and management experience acquired in a reputable organization in the private sector, public sector, international organizations/NGOs, and/or academia;
    • International work experience in at least two of the three agro-ecological impact domains of CORAF (Sahel, Coastal, and Forest);
    • Experience leading and operating within complex organizational environments and leading multiple stakeholder initiatives;
    • Demonstrated ability to create, manage, and strengthen varied strategic partnerships;
    • Demonstrated success in resource mobilization from a global donor network including governments, foundations, private sector;
    • Track record as a courageous change agent in an international environment to build and improve organizational culture, efficiency, effectiveness, and accountability;
  • Strong Research and Development Experience:
    • Ph.D. or equivalent degree holder in agriculture, agricultural economics, natural resources management, agricultural extension, agricultural education, or any related field;
    • A sustained record of scientific achievement and innovation; an established reputation and strong publication record in high-profile, peer-reviewed journals; and a track record in R&D for public/private partnerships;
    • Experience in the application of research results for developing country conditions, ideally promoting poverty alleviation and food and nutrition security, is advantageous;
    • Demonstrated knowledge of agricultural development in West and Central Africa;
    • Deep understanding of most of the economic concepts used in agriculture; solid understanding of agriculture policies, strategies, institutions, and regulations;
    • Over 15 years working experience in agricultural research and/or management capacity in complex organizations;
    • Experience in West and Central Africa in conducting or managing program and strategy evaluations;
    • Demonstrated quantitative analytic skills;
    • Ability to identify innovative opportunities or ways to address existing needs in the agricultural sector, including by bringing in experience from other countries within Africa or elsewhere;
  • Specific Skills

This is an agricultural mechanization project that follows a market systems approach to engage with the private sector in introducing innovative ways of developing the agricultural machinery manufacturing industry and furthering the mechanization of agriculture in Bangladesh.   The position is based at CIMMYT’s regional office in Dhaka, Bangladesh, but will interact regularly with administrative and supportive systems at CIMMYT headquarters and in South Asia.   Specific duties:
  • Provide management, leadership, and technical guidance for the CSISA MEA project.
  • Lead project implementation and assign and oversee project staff, partners, and consultants work based on project annual work plan.
  • Lead engagement with the agricultural mechanization and financial services sectors in Bangladesh to develop jointly implemented innovative mechanization orientated development programs.

  The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) is a non-profit, non-political organization that conducts agricultural research for development in the drylands of Asia and sub-Saharan Africa. The Senior Market Strategist will align and lead the knowledge sourcing efforts of steering breeding teams to utilize more targeted information in the development of equitable and data-based product profiles that are aligned with farmer and consumer needs and the drivers of variety adoption. The candidate will have the competency and design tools to synthesize data of a well-balanced and gender-inclusive product profile, describing the traits and features of the varieties or germplasm that will be developed by the breeding program. The improved varieties and and/or parental lines developed aim to successfully replace currently grown varieties, whilst also satisfying requirements such as gender needs, processing qualities, human nutrition, and genetic diversity of the local germplasm base. Replacing current market dominating varieties will require development of extensive understanding and data assimilation of the drivers of variety adoption, including understanding the needs of food crop value chain actors (e.g. seed suppliers, farmers, processors, and final consumers). The successful candidate will primarily be coordinating with CGIAR centers who have scientists performing this research and guide the product profile designs and be impact focused. The position will be based at either CIMMYT headquarters in Mexico, or at the ICRAF campus in Nairobi and will involve significant international travel.   Specific duties:
  • Develop methods and approaches to understand the drivers of variety adoption and to facilitate the design of product profiles which will guide the development of improved varieties.
  • Continual engagement with internal and external partners to influence strategies and decisions executed.
  • Develop strategies and processes to help breeders define adoption criteria for new varieties.
  • Develop innovative analytical tools for extracting and assimilating currently available information in collaboration with gender, socioeconomic and marketing experts across the CGIAR centers to understand the drivers of variety adoption and to inform the development of better product profiles.
  • Ensure human nutrition, socially inclusive needs, and circumstances, particularly of women and youth in rural households, are considered in the design of product profiles.
  • Coordinate with the Module 1 Lead, the breeding teams and their management to ensure available data sources are effectively used to design product profiles to set clear breeding objectives and all relevant breeding program decisions are data-based and specify potential impact.
  • Regularly lead work with other modules, represent EiB within this skill area and contribute to the work of others in EiB modules, ensuring interconnectedness across programs and within the team.
  • Frequent contact across internal and external partnerships, including leads at partner Centres, to persuade partners to commit to change
  • Produce a training strategy: develop and oversee work plan and budget
  • Lead and contribute to coaching and mentorship activities for EiB partners in Africa, Asia and Latin America.
  • Contribute to the EiB Product Design and Management module annual and multi-year work plan development, execution, and reporting, and co-manage associated budgets.
  Required academic qualifications, skills and perspectives:
  • MBA/DBA or PhD. in business development, marketing and/or socioeconomics from a recognized institution, or M.S. with equivalent experience.
  • Minimum 10 years’ experience in the agricultural-market sector. Commercial experience will be viewed favorably.
  • Experience in collection, analyses and interpretation of market intelligence data; awareness of the challenges of collecting such data and of variety replacement in low- and middle-income countries.
  • Familiarity with the seed sector/seed value chains and experience with defining breeding product profiles is desirable. Awareness of marketing methods, including requirements for variety adoption and marketing methods, of new varieties to developing world farmers.
  • Commitment to social inclusiveness, including awareness of the role women have in variety uptake, challenges associated with generating market intelligence pertaining to women’s needs and the role in achieving greater household food security and farm incomes.
  • Desired skills:
  • Ability to strategically and persuasively engage partners across disciplines and Centres to help guide development of product profiles which set objectives for data-driven breeding programs.

  • Research acumen to understand problems, develop tools and analyses of extracting relevant information from market participants, and assimilate and interpret information for developing solutions to problems.

The Platform is part of the new CGIAR portfolio of research programs and platforms (www.cgiar.org/our-strategy), and is led by the International Maize and Wheat Improvement Center, known by its Spanish acronym, CIMMYT®, a not-for-profit research and training organization with partners in over 100 countries (www.cimmyt.org).   Module Lead for Breeding Product Design and Management The Excellence in Breeding (EiB) Platform is recruiting a Module Lead specializing in Breeding Product Design and Management. EiB supports breeding programs targeting Africa, Asia, and Latin America to adopt best practices and technologies to improve rates of genetic gain and variety turnover, for impact on livelihoods, food and nutrition security, and climate change adaptation. The Module Lead for Breeding Product Design and Management will guide and advise EiB partners to adopt efficient, product-oriented, and demand-led breeding pipelines. The Module Lead will provide wide-reaching leadership across CGIAR centers and national partners in developing market-driven product pipelines, serving resource-constrained farmers in Africa, Asia, and Latin America. This is one of five Module Leads covering the full spectrum of breeding activities and technologies and reporting to the EiB Deputy Director. The role sets the direction of Module 1 and coordinates with EiB partners to implement best management practices in their product development pipelines. The Module Lead will work closely with the EiB Senior Market Strategist, various teams across the CGIAR, and national breeding teams (NARS) to ensure that:
  • Product Profiles are based on market intelligence and data, reflecting what drives variety adoption and characteristics which can be translated to quantitative breeding targets, resulting in greater impact.
  • Partnerships with multidisciplinary teams of scientists are developed and interactions with NARS, industry partners and end users (farmers, traders, consumers, etc.) from different organizations are established to design well-defined and clearly prioritized Product Profiles for the Target Population of Environments.
  • Advancement processes through delineation of well-founded stages and gates are conceptualized, taught and coached to all breeding program contributors, and progressive stages of the breeding process are based on reliable market, trial data and impact analysis (genetic gain and variety turnover).
  • Key indicators are aligned with breeding program objectives and that the programs’ performance are regularly tracked.
  • Effective methods are established for routine assessment of genetic gains and progress toward key indicators and increased variety turnover are measured.
  • There is transparency of breeding program outcomes to breeding teams, research managers and funders.
  EiB is seeking for an accomplished expert who has broad understanding and a demonstrated track record in data-driven optimization of breeding product designs for delivering maximum impact, to produce improved varieties, preferably in several crops. This lead person requires solid professional understanding of breeding processes, product development and management concepts, with a focus on modern and proven practices. They will be responsible to introduce these concepts and transform product development at public breeding institutions through leading multi-disciplinary teams in implementing industry-recognized practices.  As Module 1 Lead they will have a prominent role in spreading the mission of EiB, which is to lead, co-ordinate and support improvement of CGIAR and NARS (National Agricultural Research & Extension Services) crop breeding. The location of this position will be determined through consultation with the selected candidate: either CIMMYT headquarters in Texcoco, Mexico, or the ICRAF campus in Nairobi, Kenya. This position will involve significant international travel.   Specific duties:
  • Serve as the key point person for EiB on its modernization efforts in order to influence decisions executed by partners, leading this process for EiB.
  • Engage directly with the EiB Senior Market Strategist, the other EiB modules leads, and broad CGIAR and NARS teams to define and develop high level processes and procedures to effectively and transparently conceive and deliver market demanded germplasm products to farmers, through:
  • Supporting breeding as a production line and making it more effective across partners.
  • Development of high-quality product profiles, based on market intelligence and with input of cross-functional and multi-disciplinary teams.
  • Demand-driven, product-oriented breeding activities based on the product profiles.
  • Stage gate variety advancement processes.
  • Data-driven annual advancement meetings.
  • Annual assessment of genetic gain and breeding program performance against key indicators relating to genetic gain and variety turnover.
  • View breeding as a production line and make it more effective. Define stages and gates together with the breeding group for product advancement and set up a process to deliver improved varieties or germplasm to partners or the end user.
  • Develop tools to support breeding teams and managers with the above activities.
  • Provide mentorship and consultation for the partner breeding community.
  • Prepare training strategies and materials.
  • Lead and contribute to virtual and face-to-face training and mentorship activities targeted at EiB partner breeding teams in various world regions.
  • Develop the annual and multi-year work plan for Module 1, including execution, reporting, and management of associated budgets.
  Required academic qualifications, skills, and attributes:
  • PhD. in agricultural or horticultural sciences, plant breeding, business process management or MBA/DBA or M.S. with equivalent professional certification and experience in the seed business.
  • A minimum of 10 years of relevant experience in the seed business or related disciplines. Certification in project management or business process management, while not essential, would be viewed favorably.
  • Managerial experience in the commercial breeding sector is required; experience in a high functioning breeding organization is very desirable.
  • Understanding of the unique challenges of breeding program management as it relates to markets of many sizes and crop types for developing world markets is a plus.
  • Budget and time management skills.
  • Ability to work in a multidisciplinary and multi-cultural environment.

  • Expérience mondiale pertinente dans le secteur agricole.
  • Familiarité avec les opérations dans les grands pipelines de reproduction.
