The Green Climate Fund or GCF (http://www.greenclimate.fund) is a new global fund created to support the efforts of developing countries to respond to the challenge of climate change. GCF helps developing countries limit or reduce their greenhouse gas (GHG) emissions and adapt to climate change. It seeks to promote a paradigm shift to low-emission and climate-resilient developments, taking into account the needs of nations that are particularly vulnerable to climate change impacts. It was set up by the 194 countries who are parties to the United Nations Framework Convention on Climate Change (UNFCCC) in 2010, as part of the Convention's financial mechanism. It aims to deliver equal amounts of funding to mitigation and adaptation while being guided by the Convention's principles and provisions. When the Paris Agreement was reached in 2015, the Green Climate Fund was given an important role in serving the agreement and supporting the goal of keeping climate change well below 2 degrees Celsius. Responding to the climate challenge requires collective action from all countries, including by both public and private sectors. Among these concerted efforts, advanced economies have agreed to jointly mobilize significant financial resources. Coming from a variety of sources, these resources address the pressing mitigation and adaptation needs of developing countries. GCF launched its initial resource mobilization in 2014, and rapidly gathered pledges worth USD 10.3 billion. These funds come mainly from developed countries, but also from some developing countries, regions, and one city (Paris). GCF's activities are aligned with the priorities of developing countries through the principle of country ownership, and the Fund has established a direct access modality so that national and sub-national organizations can receive funding directly, rather than only via international intermediaries. The Fund pays particular attention to the needs of societies that are highly vulnerable to the effects of climate change, in particular, Least Developed Countries (LDCs), Small Island Developing States (SIDS), and the African States. The position is based in Songdo, South Korea.   Health and Well-Being Specialist It is the Health and Well-being Specialist’s responsibility covers the entire gamut of analytical and operational support tasks related primarily to processing GCF funding proposals and concept notes towards qualified funding proposals for GCF senior management and Board consideration in the thematic area of human health, well-being and climate change as well as closely supporting the full cycle of key GCF policies identification, formulation, development, review and approval processes. He or she should have the required experience in the health, well-being and climate change sector; experience in developing and implementing health and well-being-related climate adaptation projects and work experience in developing/transition country settings is highly desirable. Candidates with knowledge on zoonosis and the human-livestock interface will also be an asset. Key Responsibilities
  • Technical, analytical and operational support in the thematic areas of human, well-being and climate change for the timely development, intake and processing of GCF concept notes and funding proposals to the necessary quality standards; as well as other policy and guideline documents including, inter alia, the Fund’s investment framework, operational guidelines, procedures and toolkits
  • Support in project and program pipeline development, including initial screening and review of project/ program funding proposals and concept notes, interactions with accredited entities in bilateral meetings, preparation of assessment findings, maintenance of the operations database, monitoring of  implementation of the approved projects or programs
  • Background research, collecting and analyzing data, conducting specific research and analytical work, drafting written reports to high quality standards, engagement through email and phone calls with the accredited entities, consultants and external experts to the Fund; and oversight and coordination of the relevant documentation internal processing, until the point of publication
  • Provide organizational and substantive support for the Fund’s Board meetings and other events and meetings related to the functioning of the Fund. This may include assisting in the preparation of relevant documentation, taking meeting minutes, preparing summaries of discussions for the Report of the Meeting, and providing support for the drafting of decisions
  • Additional analytical and operational tasks as assigned by the Adaptation Coordinator DMA; or by extension the Director DMA
  Candidate Profile We are looking for a highly competent individual with at least of seven (7) of relevant work experience in developing and implementing adaptation projects in health, well-being and climate change sector desirably in international/developing countries. The individual should have a Masters’ degree in health sciences, medical science, health and well-being, veterinary science, social sciences, or related fields. Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language (Arabic, Chinese, English, French, Russian, and Spanish) is an advantage. Other relevant skills needed include:
  • Experience in climate finance or development finance is highly desirable
  • Familiarity of multilateral climate funds, project financing, and UNFCCC framework
  • Experience in developing project funding and policy documents, conducting research analysis and articulating findings and recommendations
  • Project management skills to support integration of policies and guidelines in the design, processing, and implementation of concept notes, funding proposals and investment projects
  • Ability to highlight possible solutions for project issues based on relevant multi-country and/or multi-client experience and to apply own complex specialist knowledge to support colleagues and peers in day-to-day operations and technical/process analysis in similar working environment
  • Strong competence and autonomy in the use of standard software programs: Excel, Word, PowerPoint, and Outlook

He / She will report to the Director-General (DG) and will work closely with the MG and other stakeholders to provide overall direction to the Finance, Human Resources (HR), Administration, and Operations within the Institute. In addition, he / she will oversee the corporate service teams in the provision of proactive results-oriented services, and will contribute to center-level initiatives based on ICRISAT's strategy. The role will be located in Hyderabad, India, but the selected candidate will be required to make periodic visits to ICRISAT’s regional offices in Africa. Key Responsibilities
  • Develop financial plans and advising the senior management and Board of Governors on the institution’s financial strategy and management, including the mitigation of financial risks
  • Develop and maintain systems of internal controls, manage ICRISAT’s investments and foreign exchange risks in line with the Board approved policy

  Candidate Profile We are looking for global plant breeding leaders with an in-depth understanding of practical breeding applications and logistical constraints relevant to breeding programs targeting the developing world including those from the CGIAR, national systems and the private sector. Ideal candidates should have excellent understanding of new and established tools that pragmatically support modern breeding application and capacity development approaches that will accelerate their use in breeding programs targeting the developing world. PhD in plant breeding or related fields with a minimum of 10 years of post-doctoral experience is required. Other criteria are as follows:
  • Experience in leading multi-institutional programs or projects and demonstrated ability to work and lead teams and support collaboration in a multi-disciplinary and multicultural environment

GGGI's hands-on, country work is carried out by the Green Growth Planning & Implementation (GGP&I) division. The organization’s experts are embedded within partner governments as trusted advisors to explore green growth opportunities in line with the country's development goals. Responsible for managing in-country relationships and overall delivery results, GGP&I is the primary interface with partner governments. This work began in 2010, with delivery of services in three partner countries: Brazil, Ethiopia and Indonesia. The Division Head – Institutional Fund Raising will play an active role in the strategic development of the Foundation by developing, applying and guiding the organisation’s institutional fundraising strategy. Le CORAF / WECARD recrute un candidat hautement qualifié pour le poste dExpert Senior en Transfert de Technologies. Les candidats devront être des ressortissants des pays des Systèmes Nationaux de Recherche Agricole (SNRA) membres du CORAF/WECARD. Le poste est basé à Dakar, Sénégal.   Expert Senior en Transfert de Technologies L'Expert Senior en Transfert de Technologies, placé sous l'autorité du Directeur de la Recherche et de l'Innovation du CORAF/WECARD, travaillera en étroite collaboration avec l'équipe du projet PAIRED, pour l’atteinte de ses objectifs. Les principales responsabilités du titulaire du poste sont les suivantes mais ne seront pas limitées à celles-ci : Composante 1 : Développement/Adoption de technologies et innovations évolutives (T&I) :
  • Soutenir le développement/l'adaptation et l’identification de T&I prometteuses – pour lever les nouvelles contraintes à la productivité agricole, en collaboration avec les SNRA, CNS, Organisations du GCRAI, etc. ;
  • Soutenir les activités de stimulation de la demande de T&I existantes et nouvellement développées, pour faciliter leur adoption en fournissant aux utilisateurs finaux les informations appropriées leur permettant de prendre une décision fondée sur des preuves ;
  • Promouvoir les démonstrations sur les T&I post-récolte qui réduisent les pertes de stocks, donnent de la valeur ajoutée aux produits agricoles et accroissent les marges bénéficiaires ;
  • Encourager l'utilisation des meilleures pratiques dans la lutte contre l'aflatoxine ;
Composante 2 : Renforcement et coordination des systèmes de recherche agricole :
  • Soutenir la coordination de la recherche-vulgarisation/conseil des Organisations paysannes (OP), du secteur privé, au niveau régional ou de groupes (nationaux et communautaires), par le biais de plateformes d'innovations ;
  • Faciliter la formation des acteurs le long des chaînes de valeurs sélectionnées, et notamment le renforcement des capacités des agriculteurs, des agents de vulgarisation agricole, des ONG, des animateurs des plateformes d’innovations et autres parties prenantes-clés ;
  • Faciliter la mise en place d’unités de référence et d’incubateurs.
Composante 3 : Utilisation de technologies et innovations pouvant être mises à l’échelle :
  • Faciliter une évaluation spécifique rapide écologique et de la communauté ;
  • Soutenir la création d'un environnement favorable aux entrepreneurs agricoles, pour l’approvisionnement en intrants agricoles et équipement de conditionnement, à travers l’approche paquets technologiques ;
  • Soutenir les CNS dans la conduite d'études sur les politiques et le marché ;
  • Promouvoir l'accès au crédit pour certains acteurs de la chaîne de valeur des produits.
Faciliter la coordination et la communication
  • Coordonner la planification stratégique ainsi que l'allocation des ressources financières et la gestion de la production de semences ;
  • Développer et maintenir des relations solides avec les acteurs de la production et du commerce des intrants agricoles – aux niveaux individuel et organisationnel ;
  • Faciliter la communication entre les unités régionales et nationales de coordination, par le biais de réunions, de contacts réguliers et d'utilisation des technologies de l’information.
  • Gérer les interactions quotidiennes avec les intervenants des intrants agricoles et fournir les informations appropriées au moment opportun ;
  • Développer, en collaboration avec les Unités de communication et de planification, de suivi & évaluation, au Secrétariat Exécutif du CORAF/WECARD, des outils appropriés (par exemple, le site Web et les médias), afin de faciliter le partage d'information avec les parties prenantes.
Suivre et évaluer les étapes
  • Faciliter la planification, le suivi, l'évaluation et l'analyse d'impact du programme de production, de marketing et d'utilisation des intrants agricoles ;
  • Suivre les progrès réalisés, tant au niveau du CORAF/WECARD qu'au niveau national, identifier et gérer les risques, pour garantir les succès de la mise en œuvre ;
  • Soutenir la préparation des activités de reportage et d’archivage du programme ;
  • Effectuer toute autre tâche connexe qui peut être demandée par la hiérarchie ;
  Profil du Candidat Le/la candidat (e) retenu(e) possède les compétences suivantes :
  • Etre titulaire d’au moins un Master en Agri-business, Agro-économie, Agronomie ou tout autre diplôme connexe ;
  • Disposer de connaissances dans le domaine de la recherche et du développement agricoles ;
  • Avoir une connaissance approfondie des systèmes agricoles en Afrique de l'Ouest et avoir travaillé pendant au moins 10 ans dans le secteur agricole, notamment dans la recherche, la production et la commercialisation des principaux produits alimentaires ;
  • Avoir une aptitude à promouvoir les visions, les missions et les objectifs stratégiques du PDDAA (à travers les objectifs de l'ECOWAP, de la PAU, du CORAF/WECARD et l'Initiative Feed the Future) et faire preuve d'intégrité en adhérant aux valeurs fondamentales et aux normes éthiques du CORAF/WECARD ;
  • Avoir l’expérience du secteur privé, des organisations paysannes, des systèmes de vulgarisation agricole, des ONG, des centres du GCRAI et des projets de développement sera un avantage ;
  • Etre en mesure de gérer des interventions visant à améliorer la productivité agricole, à plus grande échelle, en utilisant des technologies et innovations éprouvées, et en mettant en relation et en coordonnant un large éventail de parties prenantes ;

CORAF/WECARD is recruiting a highly skilled scientist for the position of Senior Expert - Technology Scaling. Candidates will be citizens of a country which National Agricultural Research System (NARS) is member of CORAF/WECARD. The position is based in Dakar, Sénégal.   Senior Expert Technology Scaling The Senior Expert - Technology Scaling will be under the authority of CORAF/WECARD Director of Research and Innovation and will work closely with the Partnership for Agricultural Research, Education and Development (PAIRED) team towards the achievement of its objectives. Responsibilities will include, but not be limited to, the following: Key Responsibilities Area 1: Development/Adoption of Scalable Technologies and Innovations (T&Is)
  • Supporting the development/adaptation and screening of promising T&Is-- to address emerging constraints to agricultural productivity in collaboration with NARS, NCoS, CGIAR, etc.;
  • Supporting activities that stimulate demand for existing and newly developed T&Is to facilitate uptake of T&Is by providing end-users with the right information to make evidence-based decision;
  • Promoting demonstrations on post-harvest T&Is to reduced storage losses, add value to farm produce and increase profit margins;
  • Encouraging the use of best practices in Aflatoxin Management.
Area 2: Agricultural Research Systems Strengthening and Coordination
  • Supporting coordination of Research-Extension/Advisory Services-FBOs-Private Sector at the regional and cluster (national and community) through innovation platforms;
  • Facilitating training of actors along selected value chains focus on strengthening the capacities of farmers, agricultural extension agents, NGOs, IP Facilitators, and other key stakeholders;
  • Facilitating the up-grading of reference units and incubators.
Area 3: Use of Scalable Technologies and Innovations
  • Facilitating an ecological and community specific rapid appraisal;
  • Supporting the creation of an enabling environment for agri-entrepreneurs in the supply of agri-inputs and processing equipment through the agri-input package approach;
  • Supporting the NCoS in conducting analyses on policy and market environment, and;
  • Promoting access to credit for selected commodity value chain actors.
Facilitate Coordination and Communication
  • Coordinate strategic planning as well as financial resource allocation and management of seed production;
  • Develop and maintain strong relationships with agri-inputs production and marketing stakeholders – at the individual and organizational levels.
  • Facilitate communication between the Regional and the National Coordinating Units, through meetings, regular contacts and using communication tools;
  • Manage daily interactions with agri-inputs stakeholders and provide timely and appropriate information as needed;
  • Develop, in collaboration with the Communication and the Planning, Monitoring and Evaluation Units at the CORAF/WECARD Executive Secretariat, appropriate tools (e.g., Website and Media), to facilitate information sharing with stakeholders.
Monitor and evaluate milestones
  • Facilitate Program planning, monitoring, evaluation, and impact assessment relating to agri-inputs production, marketing and use;
  • Monitor progress towards results, both at CORAF/WECARD and national levels, identify and manage risks to ensure progress of implementation;
  • Support the preparation of Programme reporting and archiving;
  • Perform any other related duties as may be requested by the Management.
  Candidate Profile The successful candidate will have the following profile:
  • Have at least a M.Sc. Degree in Agri-Business, Agric. Economics, Agronomy or related subject;
  • Be knowledgeable in the agricultural research and development domains;
  • Have extensive knowledge in farming systems in West Africa, having worked for at least 10 years in the agricultural sector with focus on the research, production and marketing of the major food commodities;
  • Be able to promote the visions, missions and strategic goals of CAADP, (through the objectives of ECOWAP, PAU, CORAF/WECARD and the Feed the Future Initiative), and demonstrate integrity by adhering to the CORAF/WECARD’s core values and ethical standards;
  • Have Experience in working with the private sector, farmer organizations, Agricultural Extension System, NGOs, the CGIAR is paramount and with development projects will be an advantage;
  • Have the capacity to guide interventions to improve agricultural productivity at a wider scale using proven technologies and innovations and linking and coordinating a wide range of stakeholders;
  • Be able to provide advisory and technical support to the implementation, monitoring, and improvement of seed production targets;
  • Have the ability to collaborate with national and regional platforms (Alliances, Fora, Innovation Platforms, etc.) and use appropriate communication tools to facilitate adoption;
  • Be able to work with, coordinate and inspire, multi-disciplinary and multi-cultural teams in a multi-partner environment, and to engage in both local and high level policy dialogue;
  • Have the skills to facilitate knowledge building and results-based management within the context of CORAF/WECARD agenda;
  • Have the capacity and willingness to travel extensively within the sub-region and Internationally;

Le Spécialiste en Suivi Evaluation aura comme principales responsabilités de :
  • Développer des approches, procédures et outils de S&E adéquats pour suivre la performance et les impacts des programmes coordonnés par le CORAF/WECARD à travers la sous-région et au-delà ;
  • Elaborer et mettre en œuvre des structures de suivi-évaluation appropriées, y compris la conception et la gestion du système de S&E au niveau des pays et des partenaires, la préparation des fiches d’indicateurs de référence, les plans de suivi du rendement (PSR), les outils de collecte de données ; les mécanismes de suivi des performances des indicateurs, les évaluations de la qualité des données et d'autres outils et instruments clés liées au S&E ;
  • Concevoir des études de base et de référence pour recueillir des informations sur les indicateurs de performance et les résultats au début des programmes coordonnés par l'Organisation ;
  • Faciliter les évaluations à mi-parcours et évaluations finales selon les nécessités ;

  • Avoir au moins 10 années d'expérience à un poste de chargé de Suivi-Evaluation dans une organisation de développement, une ONG internationale, une organisation de bailleurs de fonds ou une organisation/institution réputée, œuvrant dans les domaines essentiels de transfert des technologies agricoles, de la sécurité alimentaire, de l'agriculture, de l'économie de la chaîne de valeur agricole ;
  • Avoir une bonne connaissance du système de recherche et de vulgarisation agricole dans la sous-région Afrique de l'Ouest en particulier dans les systèmes de technologie de sécurité alimentaire et de l'agriculture ;
  • Justifier d’une excellente connaissance des approches en suivi-évaluation, y compris le développement de systèmes de gestion du rendement ; les logiciels de S&E ; les instruments de collecte de données ; la gestion d'une grande base de données touchant une variété de programmes et de parties prenantes ;
  • Avoir une bonne maîtrise des outils utilisés par l’USAID pour le suivi et l’évaluation de performances ;
  • Disposer de bonnes aptitudes interpersonnelles avec la capacité de travailler dans une équipe multidisciplinaire et dans un environnement multiculturel, et à beaucoup voyager dans la sous-région Afrique de l'Ouest,

CORAF/WECARD is recruiting a highly skilled scientist for the position of Monitoring & Evaluation Specialist. Candidates will be citizens of a country which National Agricultural Research System (NARS) is member of CORAF/WECARD.The position is based in Dakar, Sénégal.   Monitoring & Evaluation Specialist The Monitoring and Evaluation Specialist will be under the authority of CORAF/WECARD Director of Research and Innovation and report to the Program Manager of the Partnership for Agricultural Research, Education and Development (PAIRED) Program towards the achievement of its objectives. The Monitoring and Evaluation Specialist will be responsible for the following tasks: Key Responsibilities Specific responsibilities will include, but not be limited to, the following:
  • Develop sound M&E approaches, procedures and tools to track performance and impacts of programs coordinated by CORAF/WECARD across the sub-region and beyond;
  • Develop and implement appropriate monitoring and evaluation structures, including Country and Partner level M&E system design and management, preparation of indicator reference sheets, Performance Monitoring Plans (PMP), data collection tools; performance indicator tracking mechanisms; data quality assessments and other key M&E-related tools and instruments;
  • Design baseline and reference studies to collect information on performance indicators and outcomes at the start of programs coordinated by the Organization;
  • Facilitate mid-term assessments and final evaluations when appropriate;
  • Develop quarterly, half year and annual reports, and be involved in the development of periodic bulletins, newsletters and success stories on the performance of CORAF/WECARD programs;
  • Design and coordinate capacity strengthening programs on M&E for CORAF/WECARD Secretariat and program partners to effectively track and manage performance of programs;
  • Provide technical and analytical expertise on all subjects related to program monitoring and evaluation and organize annual program reviews as may be needed;
  • In conjunction with Program Managers, ensure that all programs have up to date Performance Management Plans (PMPs) and M&E Guidelines in place;
  • Ensure that tracking systems to be developed are functioning and implemented properly and that Project teams and National Partners are accurately reporting on results;
  • Provide quality control support for all aspects of M&E included in CORAF/WECARD’s Performance Report (ensuring accuracy in data reported, targets established, indicator description, report editing, etc);
  • Support in the management of appropriate database on activities and ensure data is of high and standard quality for reporting with appropriate documentary evidences;
  • Monitor Gender and environmental impact of all actions under the PAIRED;
  • Conduct other M&E and reporting tasks as may be requested by Management of CORAF/WECARD.
Facilitate Coordination and Communication
  • Develop and maintain strong relationships with agri-inputs production and marketing stakeholders – at the individual and organizational levels;
  • Facilitate communication between the Regional and the National Coordinating Units, through meetings, regular contacts and using communication tools;
  • Manage daily interactions with agri-inputs stakeholders and provide timely and appropriate information as needed;
  • Develop, in collaboration with the Communication and the Planning, Monitoring and Evaluation Units at the CORAF/WECARD Executive Secretariat, appropriate tools (e.g., Website and Media), to facilitate information sharing with stakeholders.
Monitor and evaluate milestones
  • Facilitate Program planning, monitoring, evaluation, and impact assessment relating to agri-inputs production, marketing and use;
  • Monitor progress towards results, both at CORAF/WECARD and national levels, identify and manage risks to ensure progress of implementation;
  • Support the preparation of Programme reporting and archiving;
  • Perform any other related duties as may be requested by the Management.
  Candidate Profile The candidate for the position of Monitoring and Evaluation Specialist is expected to have the following qualification and experience:
  • Holder of a post-graduate degree (DEA, DESS or equivalent) in Agricultural Economics, Agronomy, Development Evaluation, Monitoring and Evaluation, International Development, Statistics or related subjects;
  • At least 10 years of experience in the position of Monitoring and Evaluation in a development organization, an international NGO, donor organization or a reputable organization/institution working in core areas of agricultural technology transfer, food security, agriculture, economics of agricultural value chain;
  • Good knowledge in the agricultural research and extension system in the West Africa sub-region particularly in food security and agriculture technology systems;
  • Demonstrate sound and excellent knowledge in Monitoring and Evaluation approaches including the development of performance management systems; M&E software; data capturing instruments; management of huge database cutting across a variety of programs and stakeholders;
  • Be familiar with USAID instruments for performance monitoring and evaluation;
  • Good interpersonal skills with ability to work in a multi-disciplinary team and a multi-cultural environment, and to travel extensively within the West Africa sub-region;
  • Good oral and communication skills, including writing and editing of scientific and other general literature materials;
  • Proactive and well-organised, with good planning and problem-solving abilities;
  • Be able to communicate and write effectively in English and French.
Facilitate communication and liaison
  • Develop and maintain strong relationships with M&E Specialists at the CORAF/WECARD Secretariat and National Coordinators at the country and/or institutional levels;
  • Facilitate communication between the National Coordinating Units and Institutional Focal Persons, through meetings, regular contacts and using communication tools;
  • Develop, in collaboration with the CORAF/WECARD and the National Communication Units the use of appropriate communication tools (e.g., Web Site and Media), to facilitate information sharing with stakeholders;

Sous-composante 2 : Améliorer la mise en œuvre des politiques nationales et régionales sur les intrants agricoles :
  • Renforcer les capacités des Etats membres à mettre en œuvre les réglementations régionales sur les intrants agricoles – en collaboration avec l'IFDC et le CILSS;
  • Promouvoir les droits de propriété intellectuelle (DPI) et soutenir les méthodes de plaidoyer pour un mécanisme de financement durable, en vue de la mise en œuvre des politiques régionales en matière d’intrants agricoles;

Sous-composante 3 : Accroître la production et l’utilisation des Intrants Agricoles
  • Faciliter un mécanisme durable de production, d’approvisionnement en intrants agricoles et promouvoir l’utilisation de l’outil de planification prévisionnelle de la demande en intrants agricoles;
  • Intégrer les intrants agricoles de qualité dans les chaînes de valeur et promouvoir l’utilisation de types d’emballage innovants pour susciter la demande;
  • Renforcer le système de production semencière par les organisations de producteurs.
Sous-composante 4: Accroître la participation du Secteur Privé dans le développement de l’industrie des intrants agricoles
  • Soutenir les associations régionales d’intrants agricoles à développer des plans durables de mobilisation des ressources et des partenariats avec des compagnies multinationales;
  • Faire un plaidoyer pour la libéralisation de la production de semences de base par le secteur privé et promouvoir des modèles de gestion des affaires en matière d’intrants agricoles et d’accès au financement;
  • Renforcer les capacités organisationnelles des associations du secteur privé, y compris les organisations de producteurs, etc.
Faciliter la coordination et la communication
  • Coordonner la planification stratégique ainsi que l'allocation des ressources financières et la gestion des activités techniques ;
  • Développer et maintenir des relations solides avec les acteurs de la production et du commerce des intrants agricoles – aux niveaux individuel et organisationnel ;
  • Faciliter la communication entre les unités régionales et nationales de coordination, par le biais de réunions, de contacts réguliers et d'utilisation des technologies de l’information et de la communication.
  • Gérer les interactions quotidiennes avec les intervenants aux systèmes des intrants agricoles et fournir les informations appropriées au moment opportun ;
  • Développer, en collaboration avec les Unités de communication, de planification, de suivi & évaluation, au Secrétariat Exécutif du CORAF/WECARD, des outils appropriés (par exemple, le site Web et les médias), afin de faciliter le partage d'information avec les parties prenantes.

Suivi et Evaluation à mi-parcours
  • Faciliter la planification, le suivi, l’évaluation et l’étude d’impact du programme relatif à la production, la commercialisation et l’utilisation des semences ;
  • Faire le suivi des progrès réalisés, à travers les résultats obtenus aussi bien au niveau du CORAF/WECARD qu’au niveau national, pour l’identification et la gestion des risques de façon à assurer une bonne progression dans la mise en œuvre ;

  Profil du Candidat Le/la candidat (e) retenu(e) possède les compétences suivantes:
  • Etre titulaire d’au moins, un Master en Agri-Business, en Politique des Intrants Agricoles, en Amélioration des plantes, en Technologies des Semences, en Agro-économie ou en tout autre domaine connexe;
  • voir des connaissances avérées sur les systèmes de gestion des affaires dans le domaine des intrants agricoles en Afrique de l’Ouest et avoir travaillé durant 5 ans, au moins, dans le secteur agricole, notamment dans la production et la commercialisation des intrants agricoles des cultures vivrières majeures en Afrique de l’Ouest;
  • Avoir des connaissances avérées sur les réglementations régionales de la CEDEAO portant Harmonisation des règles régissant le Contrôle de Qualité, la Certification et la Commercialisation des Semences et des Engrais dans l’espace CEDEAO-UEMOA-CILSS, pour accompagner l’approche « paquets technologiques »;
  • Avoir une expérience avérée en matière de renforcement des capacités des PMEs, des associations nationales et régionales et des compagnies internationales, en matière d’entrepreneuriat dans le domaine des intrants agricoles, pour promouvoir l’approche holistique d’adoption de « paquets technologiques »;

Area 2: Improving Implementation of National and Regional Agri-Inputs Policies
  • Strengthen capacities of Member States in implementation of the regional agri-inputs regulations – in collaboration with IFDC and CILSS;
  • Promote Intellectual Property Rights (IPR) and support advocacy approaches for sustainable funding mechanism for the implementation of agri-input policies;
  • Develop region-wide mechanism for effective implementation of agri-input sector policies and support the creation of an enabling environment for rapid response to crisis management.
Area 3: Increasing the Production and Use of Agri-Inputs
  • Facilitate sustainable agri-input production and supply mechanisms and promote the use of the agri-input demand forecasting tool;
  • Integrate quality agri-inputs in commodity value chains and promote innovative agri-input packaging to drive demand;
  • Strengthen farmer-led seed production systems.
Area 4: Increasing Private Sector Participation in the Agri-Inputs Industry
  • Assist the regional agri-input associations to develop sustainable resource mobilization plans and developing partnerships with multi-national companies;
  • Advocate for liberalization of foundation seed production by the private sector and promoting models for agri-input business management and access to finance;
  • Strengthen the organizational capacities of the private sector associations (including producers’ organizations (POs).

  • Have extensive knowledge for building business entrepreneurship capacities of the private sector SMEs, National and Regional Agri-Inputs Associations, and international agri-input companies, to promote a holistic approach in promoting the adoption of agri-inputs, as a package;
  • Have extensive knowledge for establishing national and regional platforms (Committees, Alliances, Fora and Innovation Platforms), to promote agri-input value chain approaches and to bridge the demand gap;
  • Be able to work with, coordinate and inspire multi-disciplinary and multi-cultural teams in a multi-partner environment, and to engage in both local and high level policy dialogue with clients;
  • Have strong capacities to facilitate knowledge building and results-based management within the context of CORAF/WECARD agenda;

  • Rehausser l’image et accroître l’influence du CORAF/WECARD auprès de la communauté de la recherche et du développement agricole en Afrique de l’Ouest et du Centre ;
  • Renforcer les relations du CORAF/WECARD avec toutes les Institutions partenaires y compris les Communautés Economiques Régionales, les Gouvernements, Organisations Nationales de Recherche Agricole, les Universités, les Centres du GCRAI et autres Instituts de Recherche Avancée, le secteur privé, les ONG et organisations paysannes ;
  • Superviser la conception et le fonctionnement d’un système de suivi-évaluation permettant au CORAF/WECARD et à ses parties prenantes de contrôler, apprendre et améliorer les stratégies et niveaux de performances organisationnelles ;
  • Fournir un appui au Directeur Exécutif avec la transmission de rapports réguliers sur tous les aspects liés au fonctionnement des programmes du CORAF/WECARD ;

Profil du Candidat Le/la candidat (e) retenu(e) possède les compétences suivantes :
  • Solides aptitudes en Leadership et en Gestion
    • Disposer d’une expérience significative en leadership et gestion avec des responsabilités croissantes acquises dans une organisation réputée évoluant au niveau du secteur privé, secteur public, dans des organisations internationales/ONG et/ou Universités ;
    • Capitaliser une expérience de travail au plan international dans au moins deux des trois zones agroécologiques d’intervention du CORAF/WECARD (sahélienne, côtière et forestière);
    • Avoir une expérience relative à la conduite et à la gestion d’environnements organisationnels complexes et de mise en oeuvre d’initiatives multi-acteurs ;
    • Etre doté d’excellentes capacités en création, gestion et renforcement de partenariats divers et stratégiques ;
    • Avoir une expérience de réussite avérée dans la mobilisation des ressources au niveau d’un réseau de partenaires au développement incluant les gouvernements, les fondations et le secteur privé ;

  • Solide Expérience en Recherche-Développement
    • Etre titulaire d’un Doctorat ou d’un Diplôme équivalent en agriculture, économie agricole, gestion des ressources naturelles, vulgarisation agricole, éducation agricole ou tout autre domaine connexe ;
    • Avoir une expérience soutenue en matière de réalisations scientifiques et d’innovations ; une réputation avérée et une solide expérience de publication dans des magazines de haut niveau, revus par des pairs ainsi qu’une expérience en Recherche-Développement appliquée au partenariat public/privé ;
    • Avoir une expérience dans l’application de résultats de la recherche aux pays en développement, plus spécifiquement une expérience de promotion de la réduction de la pauvreté, d’appui à la sécurité alimentaire et nutritionnelle serait un atout ;
    • Disposer de connaissances avérées dans le domaine du développement agricole en Afrique de l’Ouest et du Centre ;

The West and Central African Council for Agricultural Research and Development (CORAF/WECARD) was founded in 1987. CORAF/WECARD (www.coraf.org ) is composed of the National Agricultural Research Systems (NARS) of 23 countries: Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Côte d’Ivoire, Democratic Republic of Congo, Gabon, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tomé et Principe Senegal, Sierra Leone and Togo. The Vision of CORAF/WECARD is “a sustainable reduction in poverty and food insecurity in WCA through an increase in agricultural-led economic growth and sustainable improvement of key aspects of the agricultural research system”. Its mission is to ensure “a sustainable improvement of the competitiveness, productivity and markets of the agricultural system of West and Central Africa by meeting the major demands of target groups of the sub-regional research system”. CORAF/WECARD is recruiting a highly skilled scientist for the position of Director of Research and Innovation. The position is based in Dakar, Sénégal. Director of Research and Innovation The Director of Research and Innovation will be under the authority of CORAF/WECARD Executive Director and will contribute to the planning and implementation of the Strategic Plan and Operational Plans of CORAF/WECARD. He/She will lead a team of scientists in ensuring the effective and efficient coordination, development and implementation of the programs and initiatives of CORAF/WECARD. Specific responsibilities will include, but not be limited to, the following:
  • Provide a compelling and integrated strategic vision for all CORAF/WECARD’s programs and activities;
  • Provide dynamic leadership, vision and stability for the identification and development of new initiatives in a rapidly changing environment;
  • Ensure efficient coordination and implementation of programs and projects to deliver high impact solutions;
  • Develop and implement robust operational plans, processes and systems for the smooth functioning of the organization, ensuring effective ongoing review and assessment of activities;
  • Assist the Executive Director and all Program Coordinators and Project Leaders to identify and promote synergies across interventions and to develop integrated strategic plans across programs and projects;
  • Assist the Executive Director and all Program Coordinators and Project Leaders to ensure that all CORAF/WECARD programs are accountable to the Governing Board and the wider CORAF/WECARD constituency as well as the development partners;
  • Work closely with the Executive Director and Director of Corporate Services, the Manager of Communications and Marketing, and the Manager Partnerships and Contracts to broaden support and mobilize additional resources for CORAF/WECARD through public awareness, advocacy, representation, and negotiations;
  • Raise CORAF/WECARD’s profile and influence in the agricultural research and development community in West and Central Africa;
  • Strengthen CORAF/WECARD’s linkages with all partner institutions including Regional Economic Communities, Governments, National Agricultural Research Organizations, Universities, CGIAR centers and other advanced research institutes, the private sector, NGOs and farmer organizations;
  • Oversee the design and operation of a monitoring and evaluation system that enables CORAF/WECARD and its constituents to monitor, learn and improve upon strategies and organizational performance levels;
  • Support the Executive Director by providing regular reports on all aspects of CORAF/WECARD program operations;
  • Perform any other duties as will be assigned by the Executive Director of CORAF/WECARD.
Candidate Profile The successful candidate will bring, among others:
  • Strong Leadership and Management Skills:
    • Significant and progressively responsible leadership and management experience acquired in a reputable organization in the private sector, public sector, international organizations/NGOs, and/or academia;
    • International work experience in at least two of the three agro-ecological impact domains of CORAF/WECARD (Sahel, Coastal, and Forest);
    • Experience leading and operating within complex organizational environments and leading multiple stakeholder initiatives;
    • Demonstrated ability to create, manage, and strengthen varied strategic partnerships;
    • Demonstrated success in resource mobilization from a global donor network including governments, foundations, private sector;
    • Track record as a courageous change agent in an international environment to build and improve organizational culture, efficiency, effectiveness and accountability;
  • Strong Research and Development Experience:
    • PhD or equivalent degree holder in agriculture, agricultural economics, natural resources management, agricultural extension, agricultural education or any related field;
    • A sustained record of scientific achievement and innovation; an established reputation and strong publication record in high-profile, peer-reviewed journals; and a track record in R&D for public/private partnerships;
    • Experience in the application of research results for developing country conditions, ideally promoting poverty alleviation and food and nutrition security, is advantageous;
    • Demonstrated knowledge of agricultural development in West and Central Africa;
    • Deep understanding of most of the economic concepts used in agriculture; solid understanding of agriculture policies, strategies, institutions, and regulations;
    • Over 15 years working experience in agricultural research and/or management capacity in complex organizations;
    • Experience in West and Central Africa in conducting or managing program and strategy evaluations;
    • Demonstrated quantitative analytic skills;
    • Ability to identify innovative opportunities or ways to address existing needs in the agricultural sector, including by bringing in experience from other countries within Africa or elsewhere;

Candidate Profile We are looking for a highly competent individual with a minimum of 11 years of relevant experience in technical and/or commercial work gained from (i) an engineering and/or consultancy organization; (ii) an organization in the delivery of adaptation solution and/or agricultural and food security investments in response to climate risks; or (iii) a bank or fund engaged in providing financing at scale to developing country partners. The individual should have a Master’s degree in climatology/meteorology, science/engineering, agriculture, environmental engineering, civil engineering, or a related field. Fluency in English is essential for this position while knowledge of another United Nations language would be an advantage. Other relevant skills needed include:
